초록

This article purports to introduce diverse regulations in details on indoor air pollution in Japan and finally get legislative lessons in order to improve indoor air quality. The issues on indoor air pollution, which recently started to be legislated, begun to be recognized as a social problem, with sick-house phenomenon rising as a social concern. With the common social consciousness that even the most private space is not safe increasing and widespread, Japanese society has tried to renewed their legislations to actively response to this problem. Nevertheless, since indoor artificial space provides environment for life as nature environment does, its environment is also intricately related to divers pollution sources including air, water, chemicals and others. So, to regulate indoor air large areas of legislations should be considered as well. This article described a background on sick-house phenomenon in Japan and its legislative efforts to overcome it, reviewing the Air Pollution Control Act, the Building Standard Act, the School Health & Safety Act and other legislations as well as international legislative trend, clarified the characteristics of Japanese legislations on indoor air quality control, and finally suggested legislative lessons from it.
