백제시대 대전지역 재지사회의 성격과 郡․城(縣) 편제 (A Study on the Characteristics of Baekje’s Local Society and Gun(prefecture) and fortress(Hyun) formation in Daejeon Region)

초록

본고는 고고자료와 문헌기록에 대한 검토를 통해 대전지역 재지사회의 성격과 백제 중앙권력의 침투과정 및 郡․城(縣)으로의 편제 배경을 살펴본 것이다.
먼저, 대전지역의 고고자료를 통해 재지사회의 변화양상을 파악해 보았다. 한성후기에 백제 중앙의 문화적 요소가 유입되고 있지만 마한의 문화적 전통이 지속되고, 유력한 재지세력의 존재나 중앙과의 정치적 관계는 미약하였다. 웅진천도 이후에는 군사지리적 요충지로 부상하여 산성이 축조되었으나 재지사회의 변화는 확인되지 않는다. 사비기에 와서 분묘는 주구토광묘에서 석곽묘․석실분 계통으로의 변화가 나타나는데, 주거지의 경우에는 그 변화상이 불분명하다. 이들 고고자료를 통해 볼 때 중앙권력의 침투과정에서 재지세력의 성장이 저지되고 재지사회의 정치적 위상은 약화되었던 것으로 이해된다.
그리고 백제가 축성주체였을 것으로 비정되는 다수의 산성이 확인되고 있어 특정 시점부터 대전지역은 관방의 요충지로 부상하였음을 알 수 있다. 그렇지만 사비기 분묘에서 무기류가 거의 출토되지 않는 점으로 볼 때 피장자들의 군사적 성격은 미약했다고 볼 수 있다. 이는 대전지역이 관방의 요충지였음에도 재지사회의 역할이 크지 않았음을 의미한다.
대전지역은 웅진천도 이후 군사적 요충지로 부상하였는데, 그것은 사비기 군․성(현) 편제에도 영향을 끼쳤다. 그 결과 유적의 밀집도가 가장 높았던 유성과 진잠일대가 아닌 대전 동북지역에 우술군을 설치하고, 진잠일대는 황등야산군의 관방체계와 연계하기 위해 그 영현으로 편제하였다. 이는 효율적인 관방체계 구축을 위해서였던 것으로 파악된다.
그리고 대전지역에 두어졌던 군․성(현)의 치소성으로는 우술군은 계족산성, 노사지현은 월평동산성, 소비포현은 적오산성, 진현현은 흑석동산성에 비정된다. 부흥전쟁기에 백제군이 우술성과 진현성, 내사지성을 거점으로 웅거하였다는 사실도 치소성으로서의 위치와 함께 이들 치소성의 군사적 성격을 반증하는 것으로 이해할 수 있다.

영어초록

This paper puts an in-depth study on the characteristics of the local society in the Daejeon region, the penetration process of the central power of Baekje, and the background of the transformation into gun(prefecture) and fortress(hyun) system through a review of the archaeological materials and records.
Firstly, the changes in the local society were identified through archaeological traits found in the Daejeon area. Mahan’s cultural tradition seemed to be preserved. The existence of solid ruling forces or political relations with the central government was not confirmed despite the influx of central culture from Baekje. After Woongjincheondo, a fortress was built because it emerged as a geographical location in terms of military strategy without significant changes in the local society.
The characteristics of tombs had been changed from the ditch-pit graves to the stone-lined tombs and stone chamber tombs in the period of Sabi but how the residential areas had been changed remains unclear.
These archaeological features imply that the growth of the local society had been restrained, and the political status of the local government got weakened in the process of penetration of the central power.
In addition, many fortresses implying Baekje having a crucial role indicate that the Daejeon area had emerged as a strategic spot of government office from a specific point in time. However, few weapons were excavated from the tombs during the Sabi period, and this suggests that the role of the local society in the Daejeon area was not significant even though it was a geological location.
As the Daejeon area emerged as a military hub after Woongjincheondo, it had affected the organization of gun and fortress during the Sabi period. As a result, Usul-gun was established in the northeastern region, not in the Yuseong and Jinjam area, which had the highest density of relics. The Jinjam area was organized as Yeonghyeon to connect with the official system of Hwangdeungyasan-gun. This implies that they tried to establish an efficient government defense system.
Besides, the administrative fortresses of gun and fortress in Daejeon area were designated Gyejoksan fortress in Usul-gun, Wolpyeongdong fortress in Nosaji-hyun, Jeoko fortress in Sobipo-hyun, and Heukseokdong fortress in Jinhyun-hyun. The fact that Baekje troops held and defended their territory in the Usul fortress, Jinhyeon fortress, and Naesaji fortress during the war revival period can be comprehended as proving the military features of these administrative fortresses along with its status as administrative fortress.
