개도국의 식민피지배 경험에 기반한 해외 전자정부 구축시장 분석: 한국 IT 산업의 국제화 전략에 대한 시사점 (Colonial Influence on the e-Government Development and its Strategic Implications for Korean IT Service Providers)

본 연구는 한국 IT 기업들에게 매력적인 전자정부 구축시장으로서의 잠재력을 갖고 있는 개도국들의 특성을 역사적 배경에 기반하여 체계적으로 분석하고 시장 세분화를 시도함으로써 효과적인 진입전략 수립의 토대를 제공한다는 취지에서 출발했다. 먼저 역사학 및 문화인류학 분야에서의 선행연구를 바탕으로, 연구 대상 117개 개도국이 경험한 식민피지배 특성이 정보 공급, 수요, 정책 등 3가지 차원의 전자정부 구성요소 수준에 영향을 미칠 것으로 보았다. 이에 따라 식민피지배 경험의 특성을 좌우하는 영향 요인을 지배유형 요인, 물리적 요인, 사회문화적 요인 등 세 차원으로 구분하여, 경제발전 및 민주화 수준을 통제한 이후에도 이들이 전자정부 구축 수준과 유의한 관계를 보이는지 회귀분석을 해보았다. 그 결과, 지배유형은 정보 공급 및 수요 요소, 피지배국 대비 지배국의 인구는 정보 공급 및 정책 요소, 양국간 거리는 정보 수요 요소에 대해 유의미한 관계를 보였다. 이어, 회귀분석에서 유의하게 나타난 이들 독립변수를 기준으로 군집분석을 실시하여 진출 대상 국가별 표준화-현지화 수준 결정에 관한 시사점을 도출했다. 나아가 진출 대상 개도국들이 현재 전자정부 구성요소별로 갖고 있는 수준을 바탕으로 전략적 세분시장을 구분한 뒤, 한국 IT 업계를 위한 방향성을 제언한다.

영어초록

As the global competitiveness of the Korean IT industry has already been well recognized, the overseas market for e-government development is becoming an enormous source of growth. In line with the basic guidelines for global strategies in general, balancing customization to tailor to each country and standardization to achieve scale economies should be considered in penetrating overseas e-government development markets. This exploratory study attempts to offer the foundation for an effective strategic approach by analyzing and segmenting LDCs (less-developed countries) with growth potentials for e-government development contracts based on their historical background.
Based on the previous literature in the fields of history and anthropology, we surmise that each LDC's experience under a colonial government affected the levels of e-government components in three dimensions, i.e., supply, demand, and policy. It is largely because the recent e-government development being promoted by each country is ultimately the process of changing organizations and operations of each country's public administrative system.
We identify three types of factors (ruling pattern, physical factors, and socio-cultural factors) that determine the features of colonial experience, and conduct regression analyses to examine the possible association between each factor and e-government development in LDCs with colonial experience. The results of the empirical analyses on 117 LDCs show that ruling pattern factor has significant influence on information supply and demand components. The population discrepancy between ruling and ruled countries is associated with information supply and policy components, while the distance between two countries with information demand component. Socio-cultural factors do not show any significant relation at all. Leveraging such results, countries covered by this study are divided into 4 clusters to provide implications to the choice of standardization and localization for the Korean IT industry’s global expansion. The same 117 LDCs were also regrouped into 4 segments in accordance with the levels of their e-government components. We suggest that, considering the similarity with Korea's e-government status and the proximity in terms of geography and culture, Korean IT service providers and government agencies needs to adopt an phased approach by entering Asian countries with colonial experiences under France or Russia with highest priority, and in turn, expanding towards LDCs in other segments.
