초록

본 연구는 국가회계법 시행에 따른 연금기금의 국가통합 재무제표의 결산에 관한 사례를 토대로 기금의 결산과 국가회계의 결산사례를 상호 비교해 보았다. 또한, 향후 국가회계 결산 시 기금의 국가통합 재무제표의 나아갈 방향과 시사점을 제시하였다. 최근 연금기금의 국가채무 산정에 관한 이슈와 함께 국가회계의 중요성이 급증하였다. 본 연구는 이러한 상황 하에서 국가회계 결산의 중요성을 인식시키고자 국가회계의 가장 하부단위인 기금의 사례를 통해 국가회계의 결산과정을 살펴보고자 하였다. 그리고 국가회계에서 가장 중요시되고 있는 국가채무에 대하여 살펴보기 위하여 연금회계처리준칙 등을 살펴보았다. 본 연구는 그동안 여러 선행연구에서 연구되어 왔던 국가회계의 주요 내용에 대한 연구와는 다른 방향의 연구로써 2011년에 최초로 적용된 국가회계 적용 기금결산에 대한 결산사례를 분석하였으며, 국가회계 결산에 관한 시사점을 제공하고자 하였다.
본 논문의 주요 내용은 다음과 같다. 첫째, 국가회계 기금결산 과정에서 국가회계실체의 하나로써 S연금기금을 예로 들어 주요 재무제표 및 연금보고서의 주석사항 등을 참조하여 연금기금의 결산에 관한 전반적인 과정을 살펴보았다. 둘째, 국가회계의 결산과정에 대한 전반적인 체계를 이해하고 국가회계의 통합 재무제표를 이해할 수 있도록 하였으며, 기금결산의 전 과정을 살펴보고 전반적인 결산에 관한 이해를 통해 국가회계 결산의 나아갈 방향성을 제시하고자 하였다. 셋째, 국가회계에서 차지하는 비중이 가장 큰 미 적립 연금충당부채에 관한 검증과정에 대한 필요성을 언급하였다.
2011년도부터 국가회계 결산과정에서 연금기금의 결산은 연금회계준칙을 적용하여 연금충당부채를 계상하여야 하므로 국가회계의 부채산출 과정에서 매우 중요한 과정에 속한다. 따라서 본 연구는 연금기금의 국가회계 결산과정의 이해를 위한 사례연구로써 국가회계 결산의 보다 폭넓은 이해가 될 수 있는 기초를 제시하였다는 점에서 의의가 크다고 할 수 있다.

영어초록

This paper seeks to explore a case regarding a pension fund’s settlement of the national accounts upon the enactment of the National Accounting Act so as to compare the fund’s settlement of accounts with the government’s. Furthermore, the paper suggests directions with which settlements of national accounts by funds can be carried out in future settlement of national accounts. Recently, the importance of the national accounts has increased dramatically as pension funds’ estimates of the national debt were made issue of. This paper hopes to increase awareness of the importance of the national accounts in light of the recent interest they have garnered by exploring the process of its settlement through a case of a pension fund, the lowest substructure of government accounting. Furthermore, in order to understand the issues regarding the national debt, one of the most critical estimates in the national accounts, the paper explores the fund’s accounting standards among other important criteria driving the settlement. This paper pursued a method and content different from those of previous papers by analyzing cases of settlements of funds based on the national accounting standards implemented since 2011 and seeks to provide implications behind the current ways of settling the national accounts.
The main contents of the paper are as follows: First, the financial statement and the relevant footnotes from reports issued by the Teacher’s Pension are used to explore the funds’ settlement process, serving as guidance to help understand the process of a pension fund’s settlement. Second, general processes behind settlement of the national accounts will be compared to that of a pension fund so as to shed light on an important direction a nation might take in improving how it settles its own accounts. Third, the importance of the process behind verifying pension fund’s unfunded liabilities, which is a large part of any national accounts, is addressed.
Since 2011, settlement of any pension fund has involved appropriating its unfunded liabilities based on the pension accounting standards and so became a very important part of the settlement of the national accounts. Therefore, this paper, as a case study exploring how to better understand pension fund’s way of settling the national accounts, should have meaningful implication for having provided the basis upon which a broader understanding of the national accounts’ settlements can be accrued.
