대통령 선거방송 토론회를 위한운영세칙과 관리규정 개선방안 : 제18대 대선 토론회에서의 문제점을 중심으로 (A descriptive analysis of rules and regulations in operating the 2012 Korean presidential debates : the problems and drawbacks, and its implications for greater debates in 2017 presidential election.)

초록

이 연구에서는 제18대 대통령 선거방송 토론에서 중앙선거방송토론위원회가 토론회 개최 준비, 진행, 관리 등의 과정에서 어떠한 역할을 수행했는지를 검토하고, 운영상 미비한 점들은 무엇이며, 개선 방안은 무엇인지를 살펴보고자 하였다. 구체적으로는 첫째, 2012년 제18대 대선토론회의 개최일시, 사회자 선정, 토론회 초청 후보자등 토론회의 배경과 상황을 소개하였다. 둘째, 2012년 12월 4일 개최한 제1차 토론회에서 드러난 문재인 후보의 ‘사랑의 열매’ 배지 부착과탈착에 관한 논란을 분석하였으며 관련 운영세칙에 대한 개선방안을 논의하였다. 셋째, 해당중계방송사의 방송제작과 운용에 관한 운영세칙을 검토하고 해당 방송사가 선거방송 토론위원회에 통보하는 절차와 이를 후보자 측에게 알리는 시점에 관한 세칙을 논의하였다. 넷째, 12월10일 개최한 제2차 토론회에서 박근혜 후보가 지참한 가방이 ‘아이패드’ 논란으로 비화된 과정을분석하였으며, 보조자료와 지참물에 관한 운영세칙의 홍보 미숙으로 불필요한 정쟁 유발과정을살펴보았다. 다섯째, 2012년 12월 16일 제3차 토론회 개최 8시간 전, 이정희 후보의 갑작스런사퇴로 인하여 토론의 형식과 진행을 급히 수정하고, 당일 후보자가 사퇴할 경우, ‘빈의자를 스튜디오에 배치’해야 한다는 당시 운영세칙에 따른 거듭된 논란을 검토하였으며, 박근혜 후보와문재인 후보의 양자 토론이 개최되는 과정과 ‘빈의자 배치’를 결정 하는 과정을 분석하였다. 또한 정치공학적인 목적으로 당일 후보자가 불참하거나 사퇴하는 경우를 대비한 세칙의 필요성을논의하였다. 여섯째, 2012년 대선에서 중앙선거방송토론위원회 소위원회의 기능과 역할을 논의하고, 그 보완점과 개선 방안을 제시하였다. 마지막으로 중앙선거방송토론위원회가 대통령 선거방송 토론회 운영방안을 지방자치단체장 선거 및 국회의원 선거와 동일한 관리규정과 운영규칙을 적용함으로써 나타나는 문제점들을 분석하고 개선방안을 제시하였다.

영어초록

The purpose of this study is to examine rules and regulations in operating the televised presidential debates in the 2012 Korean presidential election. It, also, investigates problems and drawbacks of debate rules and regulations, formulated by Korean National Election Broadcasting Debate Commission(KNEBDC).
First, it describes the procedures of Korean National Election Broadcasting Commission, that is an administrative institution, for preparing rules of debate formats, numbers, dates, time, moderators, and broadcasting stations. Second, it explores problems and drawbacks in operating the first 2012 presidential election debate, held on December 4, and it argues that no detailed rules on wearing badges and emblems created unnecessary political disputes. Third, it analyses the second 2012 presidential debate in which ambiguous rules of limiting materials and belongings brought by candidates into debate studio caused worthless issues beside candidate's character and policy. It argues that this superfluous issue turned public attention away from the contents of argument into political theater. Fourth, a sudden resignation 8 hours before the third 2012 presidential debate, by Chunghee Lee to support runner-up candidate, Jaein Moon, resulted in preparing hasty new rules and formats for two-participant debate from three-participant debate for the first time in Korean presidential debate history. Fifth, it investigates the shortcomings of an instantaneous decision for the change by National Election Broadcasting Debate Commission members and it argues more specified rules and regulations applicable to a sudden resignation or absence of a candidate needed. Finally, in order to held a greater debate in the 2017 Korean presidential election, it suggests that more specific rules and regulations of presidential debates should be prepared at least six months before the election through close examinations and discussions not by only the 11 members of the Commission but by academics, journalists, voters, and even campaign strategists.
