신남방정책 활용 對베트남 수산협력 강화를 위한 주요국 사례연구-노르웨이와 호주를 중심으로- (A case study of Norway and Australia to strengthen Korea-Vietnam fisheries cooperation under the New Southern Policy-)

초록

신남방정책을 통한 아세안 국가와의 경제협력이 강화되고 있다. 이 중 베트남은 신남방정책 핵심국가로써 교역규모 확대와 산업 협력이 중점적으로 추진되고 있다. 특히 주요 협력분야에 농수산식품·가공업이 포함되어 수산부분 협력과제 도출이 시급하게 요구되고 있다. 우리나라는 베트남의 주요 투자국이자 수산부문 주요 교역국 관계에 있다. 그러나 과도한 수출 중심의 수산물 교역구조로 대베트남 무역수지는 지속 약화되고 있으며, 수산부문의 투자는 여전히 미흡한 상황이다. 이러한 한계점을 개선하고 양국 간의 수산부문 협력 관계를 강화하기 위해서는 해외 Best case를 벤치마킹한 전략적 협력·투자 정책 마련이 필요하다. 베트남 수산부문에 적극적으로 투자하고 있는 노르웨이와 호주의 경우, 개발협력 사업 추진을 통해 경제협력까지 확대하도록 하는 전략을 펼치고 있는 것으로 나타났다. 구체적으로, 노르웨이의 경우 베트남과의 양자협약을 통해 양식업 중심의 개발협력 사업을 수행하고, 그와 동시에 해외 진출전담기관을 활용하여 기업 진출을 장려하고 있었다. 호주의 경우, 베트남과 전략 파트너쉽을 체결하고 다년간의 개발협력 사업을 지속적으로 추진하여 개발협력 사업의 효과성을 크게 제고시켰다. 반면, 우리나라의 대베트남 수산부문 투자·협력규모는 미미한 가운데. 그마저도 일회성·단발성 교육, 연수사업이 대부분으로 보다 체계적이고 전략적인 개선책 마련이 요구된다. 이에 본 연구는 베트남 수산분문에 활발한 투자·진출 활동을 펼치고 있는 노르웨이와 호주의 지원정책 및 진출 사례를 면밀히 분석하여 경제협력 및 투자·진출 확대를 견인할 수 있는 협력강화 방안을 검토하고자 한다. 이를 통해 신남방정책과 연계한 우리나라의 대베트남 수산분야 협력 강화 방안을 모색해보고자 한다.

영어초록

Economic cooperation with ASEAN countries is strengthening through the New Southern Policy. Of these, Vietnam is a key country in the new southern policy, with the expansion of trade scale and industrial cooperation being promoted. In particular, the agricultural and marine products and processing industries are included in the main areas of cooperation, and it is urgently required to derive cooperation tasks in the fisheries sector. Korea is a major investor in Vietnam and a major trading partner in the fisheries sector. However, Korea's trade balance with Vietnam continues to weaken due to the excessive export-oriented aquatic product trade structure, and investment in the fisheries sector is still insufficient. In order to improve these limitations and strengthen the fisheries sector cooperation relationship between the two countries, it is necessary to prepare a strategic cooperation and investment policy that benchmarks overseas best cases. In Norway and Australia, which are actively investing in the Vietnamese fisheries sector, it was found that they are pursuing strategies to expand economic cooperation through development cooperation projects. Specifically, in Norway, through bilateral agreements with Vietnam, the development cooperation project centered on aquaculture was carried out, and at the same time, it was encouraging companies to ㅡmake inroads into the Vietnam by using overseas expansion agencies. In the case of Australia, the strategic partnership was signed with Vietnam and the development cooperation project was continuously promoted over the years, greatly improving the effectiveness of the development cooperation project. On the other hand, Korea's investment and cooperation in Vietnam's fisheries sector is only 1% of the total, and the annual deviation is severe due to the absence of continuous cooperation projects. In particular, Korea-Vietnam fisheries development cooperation projects are mostly one-time education and training projects. Therefore, more systematic and strategic improvement measures are required. In this regard, this study intends to examine ways to strengthen cooperation that can lead to economic cooperation and expansion of investment and entry by closely analyzing the support policies and cases of Norway and Australia, which are actively investing and entering the Vietnamese fishery sector. Through this, we would like to find ways to strengthen cooperation with the Vietnamese fisheries sector in connection with the New Southern Policy.
