주거침입범죄 방지를 위한 방범문 하드웨어의 성능기준 제정에 관한 연구 (A Study on Establishing Performance Standards for Residential Burglary Prevention Door Hardware)

초록

본 연구는 국·내외에서 범죄예방 방법으로 주목받고 있는 환경설계를 통한 범죄예방(CrimePrevention through Environmental Design :CPTED)을 기본으로 범죄통로로 이용되는 창, 문,창살의 방범하드웨어 성능시험을 통해 주거침입범죄 방지를 위한 성능 기준 마련의 필요성에 대해서 살펴보고자한다.
본 연구의 연구방법 및 절차를 정리하면 다음과같다.
첫째, 경찰청, 검찰청, 통계청 자료를 바탕으로범죄발생유형, 범죄수법, 침입환경, 침입 도구를 분석하였고, 이를 통해 침입 취약지점과 침입방법을도출하여, 방범하드웨어 테스트시 실제 침입방법과유사한 형태의 침입방법과 도구 사용방법을 정량화 하였다.
둘째, 외국에 비해 시작단계에 있는 국내의 건축물 방범하드웨어의 시험인증체계의 국내 도입 적정성을 검토하기 위해 외국사례를 조사 분석하여국외 방범하드웨어 테스트방법을 분석하였다.
셋째, 현재 유통되고 있는 제품의 문제점 파악을위해 분석된 자료들을 종합하고 외국사례와 비교분석하여 시험장소, 발생소음을 규정하였고 유통되는 문 제품에 대한 종류별 용도별 분류하여 제품에 대한 실증시험 분석을 진행하였다.
국내 침입범죄 유형 분석과 외국사례를 통하여방범하드웨어 성능 시험을 진행할 수 있는 조건은다음과 같이 도출하였다.
일반적인 국내 침입 범죄는 시간이나 날씨에 국한되지 않고 다양한 장소에서 발생함으로 시험 장소는 일반적으로 통용되는 상온, 상습 조건과 1초이하의 잔향시간을 구현할 수 있는 최소 500 ㎥이상으로 정하였다.
시험시 발생 소음은 일본 방범하드웨어 성능시험 규정에 따라, 2m 거리에서 측정했을 때 84dB이상의 소음이 3회 이상 발생하지 않도록 규정하였다. 시험원의 경우 국내 범죄자들의 특성 및 한국인의 인체치수 분석 자료를 근거로 좀 더 엄격하고 정확한 시험이 가능하도록 평균 신체조건을 상회하는 기준인 키 (175 ± 5) cm, 몸무게 (75 ± 5)kg으로 침입시험원의 신체조건 규정을 정량화 하였다. 마지막으로 시험도구는 침입시험원이 저항등급에 따라 선택하여 사용할 수 있도록 길이와질량에 따라 A, B, C의 총 세 단계로 구분하였다.
이렇게 규정된 시험방법을 바탕으로 국내에 일반적으로 유통되는 문의 4종류를 실제 침입범죄가일어나는 경우를 가정하여 시험하였다.
침입 시험 결과 일반적인 방범문은 1분 49초였다. 결론적으로 건물의 침입을 예방해야 하는 방범문 하드웨어는 제품의 방범에 대한 기대치를 만족하지 못하는 것을 알 수 있었다.
방범하드웨어의 품목별 적정한 시험방법을 제시함으로써, 향후 방범하드웨어 성능을 향상시키고,침입범죄를 효과적으로 예방 할 수 있는 방안을마련하여 인명과 재산의 손실을 줄이는데 활용 될것이다.

영어초록

With a basis on Crime Prevention ThroughEnvironmental Design (CPTED) to which muchattention has been paid by scholars andpractitioners as an effective crime preventionmethod, this study explored the need forestablishing performance standards for residentialburglary prevention hardware. Specifically, byconducting performance tests on doors that areused as primary enter ways for burglars, thestudy results suggest future directions for theperformance standardization for crime preventionhardware.
Following is the research method andprocedure employed in this research.
First, official data from the National PoliceAgency, the Supreme Prosecutors’ Office, and theStatistics Korea were analyzed to examinedifferent crime types, methods for break-ins, andthe environments that make people susceptible toburglary victimization. Through the analysis,settings that were similar to the real-worldsituations were constructed for testing.
Moreover, the cases from other countries wereassessed and their test procedures for crimeprevention hardware were reviewed in order toexamine the suitability of establishing anauthentication system for the domestic productswhich are at their embryonic stages compared tothose of foreign countries.
Furthermore, in order to find the problems ofthe products that are currently in the Koreanmarket, gathered data was reviewed thoroughlyand comparison with foreign products werecarried out. This helped construct the test sitesand determine the cut-off levels for noise.
Additionally, an experiment for each type ofdoors was conducted to assess their performance.
The following was the conditions under whichperformance tests were administered.
Since burglaries are committed in diverselocations without being restricted by time orweather, an appropriate test site wascharacterized by a place that was 500 squaremeters or bigger and embodied normaltemperature and humidity as well as thereverberation time of one second or less.
It was prescribed that the noise level ofeighty-four decibels (dB) produced by the testwas not to occur more than three time whenmeasured from a two-meter radius. A personwith standard physical conditions of a Koreanman (height of 175± 5cm and weight of 75±5kg) was included to act as the burglar. Also, thetest tools used by the examiner were categorizedinto three groups, A, B, C, based on length andmass.
With the method described above, tests wereconducted in simulated settings on four types ofdoors that were sold in the domestic market.
The results revealed that all the subjects testeddid not last long before opening or allowing thespace greater than the permitted breadth to letthe tester inside. It took an average of oneminute forty-nine.
In conclusion, the performance of the hardware being used for crime prevention was found to beunsatisfactory. By presenting specified testprocedures according to the types of products,this study is expected to make a contribution toimproving the performance of crime preventionhardware and suggesting effective policymeasures to reduce casualties and propertydamages caused from burglaries.
