학교 밖 북한이탈청소년의 정책적 욕구와 적응 지원방안 (Political Needs of North Korean Adolescent Defectors and Adaptation Support Plans Oriented to them)

초록

본 연구는 학교 밖 북한이탈청소년들의 실태와 이들의 정책적욕구를 분석하고, 그에 따른 지원방안을 제시하고자 하였다. 이는학교 밖 북한이탈청소년들이 겪고 있는 상황을 제대로 알고 그필요(needs)에 따른 지원이 이루어졌을 때, 이들이 갖고 있는 심신의 문제를 회복하고 올바른 민주시민으로 잘 성장할 수 있으며, 더 나아가 남북한 사회통합에 보탬이 될 것이라는 문제의식에서출발하였다.
조사방법은 학교 밖 북한이탈청소년 153명을 대상으로 구조화된 설문지를 활용한 설문조사를 실시하였으며, 통계처리는 SPSS WIN 21.0v 프로그램을 통해 빈도분석(Frequency Analysis)과 기술통계(Descriptive Analysis), 독립표본 t-test와 일원배치분산분석, 교차분석의 카이검정 등을 실시하였다.
조사 결과, 첫째, 학교 밖 북한이탈청소년 응답자들이 현재 다니고 있는 교육기관의 형태는 인가된 대안학교가 가장 많았고, 한겨레중고등학교, 미인가 대안교육시설 순으로 구성되었다. 둘째, 학교 밖 북한이탈청소년이 겪고 있는 현재 생활의 어려움은 경제적 어려움이며, 그 다음으로는 새로운 환경에 대한 적응의 어려움, 정신적 어려움, 상담자 부재, 자살 생각, 주위 시선이나 차별, 숙식해결의 어려움 순으로 나타났다. 셋째, 학교 밖 북한이탈청소년의 정책적 욕구 조사 결과, 학습 또는 진로에 도움을 줄 수 있는 멘토가 90.8%로 가장 높게 나타났고, 진로 탐색을 위한 체험(89.4%) > 입시 및 진학정보 제공(86.1%) > 봉사활동 기회 제공(84.1) > 직업교육 훈련(83.4%) 등 자신의 미래와 관련된 부분들이높은 순위로 나타났다.
이에 본 연구는 법제도적 개선방안으로 비보호 북한이탈청소년에 대한 학교 의무화 교육 추진, 북한이탈청소년 대상 특화 교육: 하나원 과정 위탁 교육, 북한이탈청소년에게 적합한 경제적 지원, 정부 부처별 역할 분담 및 북한이탈청소년 지원 거버넌스 구축등을 제안하고, 맞춤형 사업 프로그램으로 학습역량 강화 지원, 심리/정서적 안녕을 위한 상담과 치유 프로그램 도입, 북한이탈청소년과 함께 하는 해외 봉사단, 북한이탈청소년 대상 통일문화 특화 체험캠프 등을 제안한다.

This study aimed to analyze current condition of out-of-school adolescent defectors of North Korea and their political needs, and propose the corresponding support plans. This study started from the critical mind of which the out-of-school adolescent defectors of North Korea can recover psychosomatic problems, grow as correct democratic citizens and furthermore, contribute to the South-North social integration, when we correctly understand their current situations and the support is given in accordance with their needs.
This study conducted a questionnaire survey based on structured questionnaires oriented to 153 out-of-school adolescent defectors of North Korea. The statistical processing counted on SPSS WIN 21.0v Program to carry out frequency analysis, descriptive analysis, independent samples t-est and chi-square test of cross-tabulation analysis.
According to the research results, firstly, as for the form of educational institutions where the out-of-school adolescent defectors of North Korea, the highest case turned out to be authorized alternative schools, followed by Hangyeore Middle and High School and unauthorized alternative educational institutions. Secondly, the current difficulties of life experienced by the out-of-school adolescent defectors of North Korea turned out to be economical problems, succeeded by the problems in the order of difficulty in adapting to a new environment, mental difficulty, absence of counselors, suicidal impulses, the surrounding prejudice and discrimination and difficulty of food and lodging. Thirdly, according to the research on political needs of the out-of-school adolescent defectors of North Korea, the results show that the highest need was with mentors who can guide learning and career orientation, recording 90.8%, followed by experience for career search (89.4%), provision of information regarding entrance to college and career orientation (86.1%), provision of volunteer work (84.1%) and vocational education training (83.4%).
Consequently, in terms of legal and institutional improvement plans for adolescent defectors of North Korea, this study proposes school compulsory education promotion for unprotected adolescent defectors of North Korea, specialized education oriented to these adolescents, economical support appropriate to them, role sharing among government ministries and support governance establishment for them. In terms of customized project programs, this study proposes supports of learning competency enhancement, introduction of counseling and therapy programs for psychological and emotional well-being, overseas volunteer work team accompanied by North Korean adolescent defectors and experience camp specialized in reunification culture oriented to these adolescents.
