민관학 경관재생 사업에서 학생참여 방안과 의의 - 대구광역시 달성군 우리마을 매력찾기 2기 사업을 중심으로 - (Student Participation in Public-Private-Academic Partnership for Landscape Regeneration - Focusing on the ‘Look up Charm of Our Village’ Project 2 in Dalseong-gun, Daegu Metropolitan City -)

초록

경관자원을 활용하여 지역의 현안을 해결하거나 가치를 강화시키는 도시재생의 방안으로 경관재생이 최근 화두가 되고 있다. 경관자원 중심의 도시재생에서는 지역 주도성이 강조되면서 다양한 이해당사자가 주체가 되어 참여하고 있는데, 여기서 지역대학과 학생에 의한 재생방법이 하나의 수단으로 제시되어 민관학 기반의 계획과 사업이 이어지고 있다. 본 연구는 경관재생에서 민관학 협력 중 학생참여를 통한 지역 문제해결 방안의 사례를 제시하고, 학생참여에 대한 방향과 방법을 소개하고자 한다. 연구의 대상은 2021년 대구광역시 달성군과 주민이 지역 대학과 협력하여 진행한 ‘우리마을 매력찾기’ 2기 사업이다. 2기 사업은 대구광역시 달성군 하빈면 봉촌2리 낙동마을을 대상으로 하였다. 낙동마을은 6⋅25 전쟁으로 인해 전재민들이 모여 만들어진 전재민촌으로, 8개의 골목을 따라 주택이 밀집된 형태가 특징이며, 토양 대부분이 사질토로 이루어져 있어 연농사가 마을의 주요 산업이다. 하지만 산업화로 인한 이촌향도 현상으로 청년들이 마을을 떠나면서, 빈집과 유휴지가 많아지고 유해시설이 들어오는 등 마을이 쇠퇴되고 있다. 이러한 대상지를 바탕으로 교과과정 스튜디오와 연계하여, 학생들이 마을 경관을 재생하는데 새로운 방안을 제시하고자 하였다. 스튜디오 과정에서 학생들은 리빙랩을 통해 주민들과 소통하면서 마을의 현안을 파악하였고, 지도교수와 도시재생 실무자의 지원을 받아 아이디어를 발전시켰다. 최종적으로 총 8개의 작품이 제안되어 전시회가 개최되고 작품집으로 제작되었다. 이는 민관학 협력 경관재생을 홍보하고, 그 중 학생들의 역할과 성과를 알리며 주민들과 공유하는 기회가 되었다. 특히, 학생들의 작품 중 주민의 공감을 이끌어낸 주제는 마을의 유휴지를 마을 정원으로 바꾸는 후속사업으로 연계되었고 지역 맞춤형 재생에 기여하였다. 민관학 협력 경관재생 사업에서 학생들이 제시한 아이디어가 단순히 문제해결의 방안을 제안하는 것에 끝나는 것이 아니라, 학생들이 경관 재생 사업에 참여하고 실제 사업이 이루어지는 과정에서 전공에 대한 능력을 높이고, 지역의 현황에 관심을 가져 미래에 지역 실무자로 성장 가능한 기회가 될 수 있다는 것에 의의가 있다.

영어초록

The landscape regeneration recently emerges as a method for the urban regeneration, which resolves local problems or strengthens the local value, by using the local landscape resources. A variety of stakeholders have participated in it as subjects, as the local initiative is emphasized for the landscape resources-based urban regeneration. Here, the local universities/ students-led regeneration method has been suggested as a measure, so the private- public-academic partnership-based plans and projects have been continued. This study aims to provide a case in which local problems were resolved through students’ participation in the private-public-academic partnership for the landscape regeneration, and to introduce the direction and the method for the students’ participation in it. It examines the ‘Look Up The Charm of Our Town Project 2’ which was conducted in 2021, based on the cooperation between Dalseong-gun, Daegu Metropolitan City and residents and local universities. The project 2 was implemented for Nakdong Village, Bongchon 2-ri, Habin-myeon, Dalseong-gun, Daegu Metropolitan City. Nakdong Village, a Jeongaemin village constructed by war refugees due to the Korean War, is characterized by houses densely built along eight alleyways, and most of its soil consists of sandy soil, so the lotus farming is the main industry of the village. The village has been, however, deserted because the number of vacant houses and idle lands were increased, while harmful facilities flowed in it, as the youth left it, along with the propensity to migrate from rural areas to urban areas, caused by the industrialization.
Students attempted to offer a new measure for regenerate the village landscapes, by setting these places as target area and linking them with curriculum studio. They understood the pending issue of the village by communicating with the residents through the living lab, during the studio process and developed their idea with the support of the academic adviser and practitioners engaging in the urban regeneration. They finally proposed a total of works, so an exhibition was held and the works were produced as a collection of them. This was an opportunity to publicize the private-public-academic partnership for the landscape regeneration, and above all, students’ role and performance and share the information with the residents. In particular, the theme of a work created by students, which elicited sympathy from the residents led to the follow-up project for turning the idle lands into village gardens and contributed to the locally customized regeneration. This has an implication in that the ideas which students suggested to the private-public-academic partnership for the landscape regeneration are not only the measure for solving problems, but also can be opportunities for them to enhance their major ability and to grow as local practitioners by focusing on local issues in the future, in the process in which they participate in the landscape regeneration projects and they are actually conducted.
