초록

통일에 대한 관심과 기대가 저하되고 통일 피로감, 통일 저항감이 높아지고 있는 현 상황에서 통일한국을 이룩하기 위해서는 북한 정치체제의 변화 가능성과 북한의 정치사회화과정을 객관적인 자료를 통해 분석하는 것이 필요하다. 고려대 공공정책연구소 SSK연구팀의 탈북민 대상 설문조사 분석 결과, 북한 정치사회화의 특징은 다음의 네 가지로 정리할 수 있다. 첫째, 당과 국가 차원에서 사상 교양을 중심으로 체계적이고 지속적으로 이루어져 왔다. 둘째, 시장에 의한 당 국가체제의 역할과 기능 대체로 당, 국가, 수령의 절대적 권위에 대한 변화가 아래로부터 형성되고 있다. 셋째, 핵심 요소인 수령에 대한 권위와 복종은 다른 어떤 요소보다 견고하게 유지되고 있다. 넷째, 평양의 특권층, 엘리트 간부들의 정치사회화 수준은 일반 주민들과 양극화로 표현될 만큼 격차를 보이고 있다. 남북한의 성공적인 정치통합을 위해서는 단계별·점진적 통합 및 충분한 정치 교육을 통한 새로운 정치사회화로 극복해야 한다.

영어초록

For the past 70 years, Korean Peninsula has been divided into South and North due to their contrasting ideologies, while maintaining respective ways of life. Amidst today's declining expectation of, and increasing public resistance toward reunification of South and North Korea, it is of necessity to analyze the possibility of changes in North Korean political system and its process of political socialization. According to SSK research team's survey of the Public Policy Research Center of Korea University, North Koreans' political attitudes and behaviors are constantly changing, certainly distinct from those in the past. There are four characteristics of North Korean political socialization. Firstly, North Korean political socialization has been developed systematically and continuously for a very long time through the central government's rigid control and supervision of political idea education. Secondly, after North Korea's famine, North Korean one-party state and centralized and absolute political leaders have been substituted for the rise of the market system, while the changes are slowly occurring from the bottom. Thirdly, despite the recent visible challenges against North Korean seemingly unquestionable political authority and system, the absolute obedience towards the key figures of North Korean political socialization, Kim Il-sung, Kim Jung-il and Kim Jung-un continuously remains infallible. Lastly, the gap between Pyeong-yang's political elite and the others is unimaginably great, especially regarding the level of political socialization. In order to achieve a successful reunification toward the goal of minimizing the socio-political gaps between the South and the North, a gradual approach through political education and socialization is pivotal.
