난민과 이주민에 대한 한국인의 규범적·정서적 포섭과 배제: 소속감 위계를 중심으로 (Koreans’s Normative and Affective Inclusion and Exclusion of Refugees and Migrants: Focusing on Hierarchy of the Sense of Belonging)

초록

이 글은 한국인이 난민과 이주민을 포섭·배제하는 원인을 분석했다. 한국인의 내집단 내부의 구성을 소속감 위계로 살펴보고, 소속감 위계가 난민과 이주민에 대한 포섭과 배제에 주는 영향을 탐구했다. 이 글의 차별점은 첫째, 소속감 위계 개념을 제안하여, 소속 개념에 내재한 방법론적 국민주의의 한계를 보완하고, 둘째, ‘타자에 대한 규범적·정서적 포섭과 배제 역량’ 개념화로 포섭과 배제를 분석한 것이다. 분석자료는 한국리서치의 「여론 속의 여론(2018년 6월)」 자료다. SPSS Statistics 19.0을 활용하여, 다중회귀분석을 실시했다. 분석결과, 한국인의 ‘대한민국, 한민족, 아시아인, 세계인 소속감’은 부재하거나 서로 중첩되어, ‘소속감 없음-단일 소속감-이중 소속감-삼중 소속감-모든 소속감’으로 다양했다. 소속감 위계와 규범적·정서적 포섭과 배제 간에 인과관계가 있었다. ‘소속감 없음’에 비해 소속감이 확장될수록 난민과 이주민에 대해 열린 태도를 보였고 ‘모든 소속감’의 규범적·정서적 포섭 역량이 가장 컸다. 종족 소속감으로 확장하는 경향(한민족 방향)과 지역 소속감으로 확장하는 경향(아시아인 방향)이 발견되었고, 전자의 포섭 역량이 더 컸다. 또 청년 세대들이 상대적으로 타자에게 닫힌 태도를 보였다. 이 글은 국민주의와 코스모폴리타니즘을 대립적으로 간주하지 않으며, 소속감의 확장과 그 방향성에 주목할 필요가 있다고 지적했다. 한국의 시민권 제도와 같은 사회적 맥락에 따라, 소속감의 확장과 그 방향성에 차이가 나타날 수 있음을 논했다. 이 연구는 소속감 위계를 통해 포섭과 배제를 이해하고, 인권을 존중하는 사회 실현에 기여하고자 했다.

영어초록

This paper analyzed the causes of Koreans’s inclusion and exclusion of refugees and migrants. This paper examines the internal composition of Korean in-groups based on the hierarchy of sense of belonging and how hierarchy of sense of belonging affects the inclusion and exclusion of refugees and migrants. Two distinctive points from previous studies are: First, by proposing the concept of the hierarchy of sense of belonging, it complements the limitations of methodological nationalism inherent in the concept of belonging: Second, by conceptualizing ‘normative and affective inclusion and exclusion capabilities for others,’ it discusses the normative and affective characteristics intrinsic to the nature of inclusion and exclusion. For the analysis, <Public Opinion by Korea Research (June 2018)> was used. As a result of multiple regression analysis, using SPSS Statistics 19.0, the senses of belonging of Koreans are seen absent or overlapping in one or another. The categories of sense of belonging are The Republic of Korea, The Korean Ethnic, Asian, and Cosmopolitan. Therefore, it creates the levels of sense of belonging from ‘having no sense of belonging’, ‘single sense of belonging’, ‘double sense of belonging’, ‘triple sense of belonging’ to ‘having a sense of belonging to all.’ Also, it shows that there is causal relationship between ‘hierarchy of the sense of belonging’ and ‘normative and affective inclusion and exclusion of refugees and migrants.’ It shows that the higher the sense of belonging, the more open attitudes toward refugees and migrants as the sense of belonging has expanded, compared to ‘having no sense of belonging’. The group in the highest level, ‘having a sense of belonging to all’ had the greatest capability to include others in normative and affective ways. There were two main directions to which a sense of belonging expanded, one being toward one’s ethnic group (the Korean ethnic) and the other being toward one’s region(Asian). The former had a greater capability for inclusion of others. The younger generation showed a relatively closed attitude toward others. This paper supports the position that regards nationalism and cosmopolitanism as compatible, rather than in opposition to each other. Moreover, the way the sense of belonging expands and the direction of it is noteworthy. The expansions and directional tendencies may vary depending on the social context, such as the Korean citizenship system. This study aims to understand how inclusion and exclusion happen within a society by examining a sense of belonging, as it attempts to contribute to realizing human rights in society.
