초록

(연구배경 및 목적) 한국은 경제적인 측면에서는 세계 10위 대국이지만 국민 행복 측면에서는 OECD 행복지수 최하위권의 수준에 머물러 있다. 한국인의 낮은 행복도의 원인을 경제적인 관점에서 도출하고자 하는 접근은 꾸준히 이루어져 왔으나, 인간의 욕구나 생활환경의 관점에서 국민 행복도를 향상하고자 하는 정책 연구는 그에 미치지 못하고 있다. 이에 본 연구는 욕망충족 이론과 욕구단계이론을 근거로, 사회적 관계에서 얻는 행복에 초점을 두고 어떠한 생활환경이 커뮤니티를 활성화하는지 알아보고 그러한 생활환경을 조성하기 위한 방법은 무엇인지 관련 정책과 공간 사례분석을 통해 제안하고자 한다. (연구방법) 연구의 대상인 생활환경은 한국의 보편적 주거형태인 아파트로 정하고 커뮤니티 관련 시설을 조사하였으며, 문헌고찰을 통해 어떻게 커뮤니티가 형성되고 활성화되는지 그 단계를 제시하였다. 일상적 교류활동, 야외신체활동, 사회적 교류활동, 공식적 자치회 활동·비공식적 친목활동을 통해 커뮤니티가 활성화된다고 가정하고, 각 활동 성격에 따라 공유공간을 분류하여 공간 활성화를 위한 필요 요소를 도출하였다. 아파트 공유공간 조성 현황을 분석하기 위하여, 최근 3년간 신축된 아파트 단지가 많은 동탄2신도시로 범위를 제한하고 세대수별로 단지를 선정하여 도면 분석과 현장분석을 실시하였다. 평가는 정량평가와 정성평가 두 가지를 혼합하여 진행하였는데, 정량평가는 커뮤니티 활성화 단계에 따라 해당 공간을 얼마나 많이 갖추고 있는지 양에 따라 평가하고 정성평가는 각 공간의 절대적 면적이 아닌 배치의 적절성과 서비스의 다양성 등으로 평가하였다. (결과) 평가 결과, 대부분의 단지가 커뮤니티가 형성되는 단계인 일상적 교류의 공간에서 이웃 간 대면 접촉의 기회를 늘리는 요소가 부족한 것으로 나타났으며, 단지 규모가 작을 수록 공식적 자치회활동 공간과 비공식적 친목활동 공간이 부족하여 커뮤니티를 지원하는 보조적 수단과 다양한 서비스 제공이 필요한 것으로 나타났다. (결론) 공유공간의 이용 활성화는 단지의 크기나 주민공동시설의 종류가 아니라 공간 기능의 중첩성·다양성과 시설 배치·동선계획의 적절성에 의해 결정되므로, 단지 규모별 의무 설치 시설들과 부가적 시설물(휴게·취미·운동시설 등)이 유기적으로 기능할 수 있게 배치하고 그에 맞는 서비스를 제공해야 할 것이다. 본 논문을 통해 아파트 단지 커뮤니티 활성화에 관한 관심과 연구가 지속적으로 이루어지고, 이를 기반으로 공공에서 커뮤니티 활성화를 위한 실효성 있는 계획을 마련하길 기대한다.

영어초록

(Background and Purpose) Korea is the 10th largest nation in the world from an economic viewpoint, but in terms of national happiness, its happiness index is at the bottom of the OECD member nations. Numerous studies dealing with Korea's low happiness index from an economic perspective. However, those dealing with it from a policy viewpoint are still insufficient. Based on “desire fulfillment theory” and “Maslow’s hierarchy of needs”, this study focuses on the happiness fulfilled by social relationships, and determines which living environment vitalizes the community by researching the policies and analyzing the condition of common use spaces. (Method) Focusing on living environment, especially apartment complexes, this study presents a process of community formation by researching previous studies about community facilities. It is assumed that the community becomes vitalized through daily contacting activities, outdoor physical activities, social contacting activities, and formal residents' association activities and informal social activities. To analyze the composition of the common use space in apartment complexes, this study is limited to Dongtan 2 New town, which has many apartment complexes newly built in the past three years. Apartment complexes are categorized based on the number of households, apartment complex layout is analyzed, and an on-the-spot survey is conducted. Both quantitative and qualitative evaluations are adopted. The former evaluates the amount of space provided according to the process of community formation, while the latter is conducted based on the adequacy of space arrangement and diversity of services, not the absolute area of each space. (Results) The evaluation revealed that most of the apartment complexes have insufficient elements that increase the opportunity for face-to-face contact among the neighbors in the space of daily contacting activities, which is the stage at which the community is formed. In addition, as the size of the apartment complex is smaller, there is a lack of space for formal social activities and informal social activities, so several mediums to support the community and provision of various services are needed. (Conclusions) Since the activation of the common use spaces is decided not by the size of the apartment complex or the number of resident community facilities, but by the quality of space layout plan and diversity of functions, the mandatory installation facilities and additional facilities (rest, hobbies and sports facilities, etc.) should be arranged so that they can function organically, and appropriate services should be provided. It is expected that interest in and research on community vitality of apartment complexes will continue, and based on this, an effective plan for community vitality in the public sphere will be prepared.
