호주의 정치참여 위기와 민주시민교육: 호주선거위원회의 선거교육을 중심으로 (Political Crisis and Democratic Citizenship Educationin Australia : Focused on election education of AEC)

초록

본 논문은 호주 선거가 가지고 있는 대표적인 선거제도의 두 가지 관점에서 오늘날 호주에서 선거교육과 민주시민교육이 왜 중요한 의미를 가지는지 분석하였다. 첫째, 투표가 법에 의해 강제적으로 규정되어 있는 의무투표제이며 동시에 만 18세 유권자는 투표를 하기 위해서는 사전에 선거인 등록을 해야 한다. 그럼에도 불구하고 원주민의 사전등록은 50%에 못 미치는 경우가 있으며, 1990년대 들어 젊은 유권자의 등록율도 80%대로 낮아졌다. 둘째, 출마한 후보 모두에게 자신이 선호하는 순서를 기입하는 선호투표제(preferential voting)에서는 모든 후보에 대한 선호순위가 기입되지 않는 경우 무효표로 처리되며, 이에 따라 많은 후보가 출마한 경우 유권자들이 혼란스러워할 뿐만 아니라 많은 무효표가 발생하기도 한다. 이러한 면에서 선호투표제는 ‘유능한 유권자’를 요구하고 있다. 본 연구는 호주의 민주주의가 제대로 작동할 수 있는 것은 호주선거위원회의 국립선거교육센터(NEEC)와학교 등 다양한 시민교육 주체가 쌍방향적인 활동에 기반을 둔 선거교육 프로그램을 포함하는 일련의 민주시민교육적 전략을 통해 청소년과 젊은이들이 선거문제에 관심을 갖도록 지속적으로 노력한 결과라고 평가하고 있다.

영어초록

Korean people are commonly inclinable to the alcohol, considering it as the food,not as the goods. It seems that Korean people and society are very generous and tolerable to the alcohol abuse behavior. Besides, most Koreans don’t exactly realize how much the alcohol abuse gives damages to societies and individuals. As we know,Koreans hold the second place of alcohol consumption in the world. The spread of alcohol abuse produces cross-societal problems such as the spread of drinking population, the downward trend of drinking age and the increase of female drinkers.
Nevertheless, there are few researches studying on the fundamental matter of alcohol abuse and the reason why Koreans are generous and tolerable to alcohol abuse? In this context, this study reviews when the admissibility and generosity on the alcohol abuse was socioculturally formed and how they could succeed to the present day. This study also suggests the measures against solutions. It concretely explains the relationship between alcohol-relation crimes and clinicopathologic functions. Especially, this study deeply considers the admissibility and generosity on the alcohol abuse through the historical approach based on the sociocultural aspect.
In conclusion, It proposes the measures against alcohol-related crimes, after classifying the admissibility and generosity on the alcohol abuse it has presented the necessity of civil consciousness revision campaign including strengthened restrictions,abstinence campaigns and such from legal infrastructure-wide perspective in dealing with permission and tolerence issues on drinking culture. But it is understandable that the concept of the research topic has a difficulty to be proved empirically and practically, because it might be speculative at the end of the study. From this point of view, it has no choice but to acknowledge the limitation of this study.
