초록

This paper views varying political and public reactions to creating a system wherein each spouse is allowed to have his or her own separate surname. By analyzing congressional records, surveys of political parties and congressional members, and public polls, the study reveals some fundamental differences in the ways that advocates and critics of the new system perceive the issue.
The critics do not want to adopt the new system because it has potential to both split public opinion and weaken familial connections. The advocates, on the other hand, hold that the new system could promote gender equality, relieve women’s struggles, protect minority rights, and introduce more diverse values to the society.
As for public opinion, more people have rejected the idea in surveys since 1976, when the government ran its first public poll on the topic. In addition, only about 5 to 7% of the respondents have said that they would use their own surnames if they can.
Subsequently, the policy should instead be pursued in the context of preserving rights for the minority of people who want their own surnames. Civil and women’s rights organizations, while working hand in hand with political advocates, should take leading roles in generating broad public support for the system. Politically, a party backing the policy could strengthen its position by running campaigns against its congressional candidates who do not endorse the new system. Efforts should be made in the academic realm as well, where increased awareness of the topic could generate a favorable atmosphere for spouses who want to use their own surnames.
