한미 연합군사훈련과 북한의 인식공포와 엄포 사이 (Joint ROK-U.S. Military Drill and North Korean Response: Between Fear and bluff)

초록

북한이 한미연합훈련에 대해 민감하게 반응하는 이유를 크게 대남적화전략과 북한의 대외적 위협인식에 근거한다는 두 가지 평가로 구분할 수있다. 전자는 북한이 한미연합훈련의 중단을 요구하는 근본적인 목적이주한미군 철수와 한미군사동맹의 약화를 통해 한국을 적화통일하려는 것이라고 주장하고 있다는 점에서 논리적 평가라기보다는 악당론(Bad)에근거한다. 반면 후자는 한미연합훈련이 북한의 정권 안정과 체제 유지에심각한 위협이라는 인식에 근거하고 있다. 북한은 한미연합전력을 생존에 대한 중요한 위협으로 인식하고 이것을 한미 연합군사훈련을 통해 확인해왔다. 이러한 위협인식에서는 결국 북한의 도발적 군사행태뿐만 아니라 핵미사일 개발도 연결되어 있다고 본다.
그러나 북한이 한미 연합군사훈련에 대해 중단을 요구하고 있는 것을 단순히 위협인식에만 근거한 것으로 단정하기는 어렵다. 과거 김일성·김정일 시기와 현재 김정은 시기 한미 연합군사훈련에 대한 북한의 반응에는미세한 차이를 보이고 있다. 한미군사훈련이 본격적으로 시작된 1970년대 김일성 시기에는 과거 전쟁 경험과 남북한 간 경제력의 역전이 겹치면서 군사적으로 공포감이 증폭되었다. 북한이 핵을 가지지 않았을 때 한미연합군사훈련에 대한 비난과 중단 요구는 실제 공포감에서 비롯된 것이라 할 수 있다. 그러나 이제 핵을 가진 북한의 입장에서 한미 연합군사훈련에 대한 비난과 보복까지 언급하는 것은 단순히 공포감이라기보다 생존을 위한 엄포이자 대화와 협상을 위한 기선제압용이라고 볼 수 있다.
북한이 핵을 체제 안정과 유지를 위해 절대적인 것으로 주장하며 평화협정체결을 요구하고 있는 상황에서 한미 연합군사훈련을 정권 전복을 위한 것으로 규정하고 있어 비핵화/평화체제와 한미 연합군사훈련은 결코무관치 않다. 향후 한미 연합군사훈련 문제는 북한 핵문제 해결과 평화체제를 구축해 나가는 과정을 열어나가는데 첫 단추가 될 수도 있다. 한국의 안보가 손상되거나 위협을 받지 않고 어떻게 한미 연합군사훈련 문제를 풀어 나갈 것인지에 대한 고민이 필요한 시점이다.

영어초록

The reason that North Korea has been sensitive to the ROK-US joint military exercise can be categorized largely into two assessments based on North Korea’s strategy toward South Korea and external threat recognition. The former is based on rogue state rather than logical assessment in that the primary objective of North Korea asking for the suspension of the ROK-US joint drills is to achieve unification under communism through withdrawal of the US Forces in Korea and weakening of the US-Korean military alliance. On the other hand, the latter is based on the recognition that the ROK-US joint drills is a serious threat to the stability of North Korean regime and maintenance of its system. It has been confirmed through the ROK-US joint military exercises that North Korea considers the ROK-US combined military strength as a critical threat against its survival. It is believed that the threat recognition is connected to the development of nuclear missiles as well as North Korean provocative military activities.
However, it is difficult to conclude that North Korea demanding suspension of the ROK-US joint military exercise is simply based on the threat recognition. A delicate difference has been seen in the North Korea’s reaction against the ROK-US joint military exercises between the both periods of Kim Il Sung and Kim Jong Il in the past and the current Kim Jong Un’s regime. North Korea’s fear has been amplified with the experience of the Korean War and the reversal of economic power between South and North Korea in the 1970s under the Kim Il Sung’s regime when the ROK-US joint military exercise has begun.
It can be said that Pyongyang’s condemnation of and demand to suspend the ROK-US joint military exercise when North Korea did not have the Nuclear has originated from real fear. But it is believed that as a nuclear power state, North Korea’s condemnation of the ROK-US joint military exercise and even mentioning revenge is rather a threat for survival and forestallment for dialogue and negotiations than simply a sense of fear.
Denuclearization/Peace system and the ROK-US joint military exercise are never unrelated as the ROK-US joint military exercise is labelled as a way to subvert the North Korean regime in a situation that North Korea claims that the nuclear is something absolute for its stability and maintenance. From now on, the issues of the ROK-US joint military exercise can be the first step to start the process to solve North Korea’s nuclear problem and to establish the peace system. It is time to think about how to solve the problem of the ROK-US joint military exercise without damaging or threatening the Korea’s security.
