미션선언문을 통해서 본 문화예술분야 사회적기업의 추구가치에 대한 탐색적 연구 (An Exploratory Study on Pursuing Values of Arts & Culture Social Enterprises Manifested in their Mission Statements)

초록

2007년 국내 최초 인증사회적기업인 ‘노리단’을 시작으로, 문화예술분야 사회적기업은 2021년 7월 현재 전체 2,983개 사회적기업 중에서 294개(9.9%)로 여전히 가장 높은 비중을 차지하고 있다. 그럼에도 불구 하고, 문화예술분야 사회적기업에 대한 연구는 여전히 부족한 편이다. 이에 본 논문에서는 문화예술분야 사 회적기업의 미션선언문(mission statement)을 살펴보고 그들이 추구하고 있는 가치들을 탐색하고자 한다. 이를 위해 기존 문헌분석을 통하여, ‘경제적 가치’, ‘사회적 가치’, 그리고 ‘예술적 가치’를 분석틀로 삼아 이들이 추구하는 가치를 톺아보았다. 연구결과는 다음과 같다. 전반적으로 문화예술분야 사회적기업들은 문 화예술의 도구적 가치에 대한 이해를 바탕으로 미션을 설정하고 있었다. 특히 문화예술분야 사회적기업이 추구하는 미션의 세부항목으로는 ‘일자리제공 및 고용환경개선’이 가장 많았으며, ‘문화복지 및 예술향유’와 ‘지역문화활성화’가 뒤를 이었다. 아쉽게도 문화예술의 본원적 가치에 집중하는 사회적기업들은 상대적으로 소수에 그쳤지만, 점차 예술적 가치를 중점적으로 추구하며 개인과 사회에 본원적 가치를 전달하려는 노력 들이 나타나고 있음을 확인할 수 있었다. 결론적으로, 문화예술분야 사회적기업은 그 도구적 파급력에 대한 이해를 바탕으로, 특정 목적을 실현하기 위한 수단으로 문화예술을 활용하여 사회에 긍정적 영향을 미치는 데 주력하고 있음을 알 수 있었다. 이러한 경향성은 예술의 사회적 가치를 상대적으로 용이하게 드러낼 수 있다는 점에서 긍정적이나, 자칫 단기적이며 형식적인 성과에 치중하게 함으로써 해당기업의 지속가능성을 저해할 우려가 있는 것도 사실이다. 따라서 문화예술의 본원적 가치 추구에 대한 타당성 확보와 이를 측정 할 수 있는 평가지표에 대한 연구가 계속되어야 할 것이다.

영어초록

Since Noridan, the first certified social enterprise in Korea, was launched in 2007, the arts & culture social enterprises have grown to 294 in numbers as of July, 2021, accounting for the greatest share of 9.9% out of the total of 2,983 certified social enterprises. Despite the fact, however, research on arts & culture social enterprises still stay at an insufficient level. This study was carried out to look into mission statements of social enterprises in the of arts & cultural sector and explore the values they pursue. To that end, pursuing values of those social enterprises were thoroughly looked into using an analytical framework which comprises ‘economic value’, ‘social value’, and ‘artistic value’ that was developed through the literature review. Findings include: Overall, social enterprises in the arts and cultural sector were found to set their mission based upon the understanding of instrumental benefits of arts & culture. Among detailed components of the mission, ‘job opportunity and improved job environment’ appeared most prominently, followed by ‘cultural welfare and appreciation of arts’, and ‘promotion of local culture’. It was also found that though social enterprises which focus on intrinsic benefits of arts & culture are limited to only a few, however, more efforts are being made to concentrate mainly on pursuing artistic values while delivering intrinsic benefits to individuals and the community as a whole. In conclusion, social enterprises in the arts and cultural sector, with the understanding of the influential power of the instrumental benefits, utilize arts & culture as a means to achieve their intended purposes and make a positive impact to the society. This tendency is positive in that the social value inherent in the arts can be easily delivered, but it is also true that such a tendency may cause scepticism that it may undermine the sustainability of social enterprises by their possibly sticking to short-term or superficial achievements. Therefore, further study efforts must be made to secure the validity for pursuing intrinsic benefits of arts & culture while developing evaluation standards thereof.
