사회복지공동모금회 배분사업의 배분과정 및 만족도에영향을 미치는 요인 (A Primary Factor for the Effect of the Satisfactory Degree and Fund Distribution Process in Fund Distribution Program by Community Chest of Korea)

초록

본 연구는 사회복지공동모금회 배분사업의 배분과정과 만족도에 영향을 미치는 요인을 파악하기 위하여 경상북도사회복지공동모금회 배분사업에 참여(1999-2003년)한 162개 시설의 운영자(또는 프로그램운영자)를 대상으로 조사․분석하였다.
신청에서는 여러 요인 중 공동모금회 직원의 시설방문지도와 배분사업교육을 받은 경우가 신청을 많이 하는 것으로 나타났으며, 이용시설일 수록 신청횟수가 높게 나타났다.
선정에서는 여러 요인 중 시설의 유형별로는 이용시설이 생활시설 및 미신고․기타 시설보다 선정횟수가 높게 나타났으며, 공동모금회 직원의 시설방문지도와 배분사업교육을 받은 경우가 선정횟수가 높게 나타났다.
그리고 배분사업 만족도는 여러 요인 중 선정횟수가 많을 수록 만족도가 높았고, 탈락횟수가 많을 수록 만족도가 낮았으며, 배분사업교육을 받은 경우가 만족도가 높게 나타났다.
따라서 서비스제공시설의 배분사업에의 적극적인 참여와 공동모금회 직원의 시설방문지도 등 배분사업교육의 중요성을 지적하고 있어 향후 사회복지시설의 재원획득의 일안으로서 서비스제공시설의 배분사업에의 적극적인 참여와 공동모금회의 보다 적극적인 배분사업교육이 절실히 요구된다 하겠다.

영어초록

This study is to investigate and analyze the primary factor of the effect on the satisfactory degree of fund distribution process in fund distribution program for the 162 social facilities program operators having participated in Community Chest of Kyungsangbuk-Do(1999 - 2003).
In applying, among the various factors, the facilities applied more which had taken the facility visiting direction and the fund distribution education and which are utility facilities: the number of applying by the facilities evading fund distribution program is lower. In selection, above the other factors, the less participation fund distribution program, the lower the number of selection.
In the type of facilities the number of choice is ranked higher in the following order, utility facilities, living facilities, non-reported. and the rest of facilities. In the number of choice, the facilities taking fund distribution program education are the highest. In total satisfaction degree of fund distribution program, among the factors, the higher the number of choice, the higher the degree of satisfaction: the more participation and having fund distribution education, the higher the degree of satisfaction, and the More the number of exclusion, the lower the degree of satisfaction with this program.
In conclusion, it is indicated that the active participation in fund distribution program in service providing facilities and facility visiting guidance through the workers of Community Chest of Korea. Therefore, in this proposal of finding revenue sources in social welfare facilities, it is necessary that active participation of fund distribution program in service providing facilities and more positive fund distribution program education in Community Chest of Korea is required.
