슬로시티의 도입에 따른 농촌사회와 주민들 삶의 변화 －담양 창평면 삼지내마을을 중심으로－ (Changes in Rural Society and Residents’ Lives through the Introduction of Slow City －Focused on Samjinae village, Changpyeong-myeon, Damyang－)

초록

이 연구는 이탈리아에서 시작된 슬로시티 운동이 국내에 도입된 이후 농촌사회와 주민들 삶의 변화를 담양 창평면 삼지내마을을 중심으로 고찰했다. 외부인사와 지방의 행정기관을 중심으로 차별화된 새로운 관광브랜드로서 슬로시티를 주목해 그것을 도입하면서, 정작 주민들의 의견수렴과 동의는 배제되어 있었다. 그런데도 슬로시티를 전혀 알지 못했던 주민들은 슬로시티 인증 이후 개인 및 마을, 나아가 지역의 경제적 발전을 기대하며 그것에 관심을 두기 시작했다. 주민들은 더욱 적극적인 참여 방식으로 ‘담양창평슬로시티위원회’라는 주민 조직을 결성했고, 이 조직은 외부전문가의 도움을 받아 농촌체험 관광과 관련된 사업을 추진했다.
슬로시티 운동이 수용되는 과정은 역설적으로 ‘지방의 관광자원’으로 그 유용성이 강조되면서, ‘슬로시티 사업’이 급속도로 추진되었음을 주목했다. 담양군 창평면이 슬로시티로 인증된 이후 삼지내마을은 거점 마을로 선정되었고, 이윽고 외부자본이 유입되었다. 이는 슬로시티 사업을 추진하는 데 큰 원동력으로 작용했으며, 필연적으로 마을 및 지역사회에 크고 작은 변화를 가져왔다. 우선 국비와 군비로 삼지내마을을 중점으로 전통경관의 보존․개발사업이 시행되었다. 마을 안길은 이 마을의 흙돌담과 어울리도록 흙길로 변경됐다. 아울러 ‘삼지내마을’의 정체성을 살릴 수 있도록 실개울이 복원되었다. 결과적으로 전통경관을 조성하는 과정에서 삼지내마을 주민들 생활의 불편함과 안전 문제를 초래했으며, 그들의 삶을 완전히 바꿔 놓았다.
다음으로 관광객을 유치하기 위한 주민들의 실천과 활동 변화에 주목했다. 그 결과 슬로시티라는 브랜드를 활용해 단기간에 농촌체험 관광을 견인하는 데 일정 부분 성과를 보였으나 외부지원금과 관련 예산이 중단되거나 감소하면서 그간의 쌓인 갈등이 분출되었다. 장기적인 관점에서 주민들의 삶의 질을 향상하기 위해 슬로시티 사업이 추진된 것이 아닌, 단기적이고 즉각적인 경제적 성과에만 치중했기 때문이다. 결국, 마을 및 지역사회는 슬로시티 운영 난항과 내홍으로 여러 부침을 겪어야만 했다. 요컨대 농촌체험 관광 중심의 슬로시티 사업에서 발생하는 사회문화적인 반응들은, 필연적으로 모순과 갈등이 수반될 수밖에 없음을 확인할 수 있었다.

영어초록

This study was conducted to analyze how the slow city movement, which began in Italy, has changed rural city and lives of rural residents since its introduction in Korea. It focused on Samjinae village in Changpyeong-myeon, Damyang. Since the introduction of a slow city as a distinct and new tourism brand was led by outsiders and local administrative offices, the acceptance of rural residents’ opinions and their agreement were excluded. In spite of that, rural residents who were never aware of a slow city expected the economic development of individuals, village, and furthermore community after the slow city certification. and began to pay attention to it. The residents of the village established ‘Damyang Changpyeong Slow City Committee’ as a community organization in a more active participation way. The organization promoted the project related to rural experience tourism with the help of outside specialists.
The way of accepting the slow city movement was paradoxical. With the emphasis on its usability as a ‘local tourism resource’, ‘slow city project’ was rapidly performed. After Changpyeong-myeon in Damyang-gun achieved the status of slow city, Samjinae village was selected as a base village, and finally external capital flowed in. That was the big driving force to perform the slow city project, and brought about small and large changes in the village and community inevitably. First, the conservation and development project of the traditional landscape of Samjinae village was performed with the financial support of national expenditure and the Gun’s expenditure. The village walkway changed to a dirt road in harmony with the stone-earth wall of the village. In addition, to develop the identity of ‘Samjinae village’, its stream was recovered. Consequentially, the course of establishing the traditional landscape led to the inconvenient living of Samjinae village residents and caused safety problem, changing their lives completely.
Next, attention was paid to resident’s practice and activity changes attract tourists. As a result, the brand of slow city brought about some achievements in improving rural experience tourism in a short time. As externally assisted funds and related budget stopped being offered, or reduced, the conflict built up so far has erupted. That was because the slow city project focused only on short-term and immediate economic performance, rather than the improvement in residents’ lives from a long-term perspective. The village and community ended up experiencing ups and downs due to difficult operation of slow city project and internal troubles. To sum up, it was found that the social and cultural reactions arising in the slow city project based on rural experience tourism accompanied contradiction and conflict consequentially.
