임진강변 민통선 지역 주민의 개척의 삶과 경계 넘나들기: 파주 탄현면 지역을 중심으로 (Pioneering Life and Border Crossing of Residents of the Civilian Control Line Area along the Imjin-River- Focusing on the Tanhyeon-myeon Area in Paju -)

초록

이 연구는 임진강변 민간인통제선 지역에 거주하는 주민들이 임진강유역을 개척하고 민통선과 임진강, 자유로로 경계가 지어진 터전에서이 경계를 넘나들며 삶을 영위하는 방식과 그 과정을 살펴봄으로써 접경지역 주민들의 삶을 분석하는 것이 목적이다.
임진강변 민통선에 인접한 탄현면의 마을 주민들은 임진강이라는자연적 경계에 대항하며 개척의 삶을 살았다. 주민들은 자신들의 삶을영위하기 위해 섬들과 임진강유역에 둑을 쌓아 농지를 개간했는데 이를 ‘동막이’라고 했다. 이곳 주민들은 해마다 덮쳐오는 홍수에도 불구하고 허물어진 둑을 보수하면서 차츰차츰 삶의 터전을 넓혀갔다. 이렇게확장된 임진강변의 벌판을 ‘섬벌판’이라고 한다. 이 섬벌판은 일제강점기를 거쳐 해방 이후에도 중요한 생계의 터전이 되었다.
그러나 한국전쟁과 휴전 그리고 분단이라는 역사적 사건은 이 지역민들에게 또 하나의 경계를 안겨 주었다. 임진강이 자연적 경계였다면이러한 역사적 상황 변화로 획정된 민통선은 인위적으로 강제된 경계였다. 이러한 경계는 1990년대 건설된 자유로로 인해 극적으로 재현된다. 도로 건설과 함께 장벽이 세워지고 그 도로 장벽은 그대로 민통선이라는 경계로 가시화된 것이다. 자유로, 즉 민통선 너머 삶의 터전인 섬벌판의 유일한 통로는 자유로 밑에 간헐적으로 뚫려 있는 ‘굴다리’이다. 이곳에 농지가 있는 주민들은 하루에도 몇 번씩 이 경계 넘나들기를 하고 있다.
과거에는 임진강이라는 자연적 경계를 넘나들며 생활하였고 분단후에는 민통선이라는 인위적 경계를 넘나들면서 주민들은 그들에게 주어진 한계에 극복하면서 그들의 삶을 지속하고 있다.

영어초록

In this study, we aim to find out how residents living in the Civilian Control Line area along the Imjin-River develop the Imjin- River basin, and also examine the ways and processes of leading a life across these boundaries in a land bordered by the Civilian Control Line, the Imjin-River, and Jayu-ro. The purpose is to analyze the lives of residents in the border area.
The village residents of Tanhyeon-myeon, adjacent to the Civilian Control Line along the Imjin-River, lived a life of pioneering against the natural boundary of the Imjin-River. In order to sustain their lives, the residents built dams on islands and in the Imjin-River basin to reclaim farmland, which they called ‘Dongmaki’. Despite the annual floods, the residents here gradually expanded their living quarters by repairing the collapsed embankment. This expanded plain along the Imjin- River is called an ‘Seombeolpan(island field)’. This island field became an important source of livelihood during the Japanese colonial period and even after liberation.
However, the historical events of the Korean War, armistice, and division brought another warning to the people of this region.
If the Imjin-River was a natural boundary, the Civilian Control Line demarcated by these changes in historical circumstances was an artificially enforced boundary. This boundary is dramatically reproduced by the Jayu-ro constructed in the 1990s. Along with the construction of the road, a wall was erected, and the road wall became visible as the border called the Civilian Control Line. The only passage to Jayu-ro, the ‘Seombeolpan(섬벌판)’ that is the home of life beyond the Civilian Control Line, is the ‘Guldali(굴다리)’ that is intermittently under Jayu-ro. Residents who have farmland here cross this border several times a day.
In the past, residents lived across the natural border called the Imjin-River, and after division, they continued their lives by crossing the artificial border called the Civilian Control Line, overcoming the limitations given to them.
