초록

다문화 사회에서 임파워먼트 교육 관련 연구는 행위 주체로서 소수자의 능동성을 강조하고 있지만, 임파워먼트교육 자체가 권력 관계에 관련하고 있는 측면에 크게 주목하지 않고 있다. 이에 본 연구는 임파워먼트 교육을 역사적·성찰적으로 접근하고 임파워먼트 교육의 가능성과 한계를 고찰하는 데에 목적이 있다. 이를 위해 본 연구는 파농과 멤미의이론을 고찰하고 소수자의 ‘보호된 공간’을 활용하는 독일의 HAKRA 임파워먼트 교육을 살펴본다. 특히 본 연구는선량하고 동질적인 ‘흑인’ 정체성을 전제로 하는 반식민 해방 운동이 역사적 과정에서 어떻게 식민주의 과거와 결부하고있는지 그리고 식민자와 피식민자의 상호의존관계로 인해 식민주의를 비판하는 식민주의자조차도 선함을 달성할수 없다는 점에 주목한다. 왜냐하면 임파워먼트 교육이 자신의 사회적·역사적 제반 조건으로부터 자유로울 수 없다는것과 관련이 있기 때문이다. 본 연구는 이주 사회에서 임파워먼트 교육은 소수자들이 공통으로 경험하는 차별과무력감의 경험을 공유하는 가운데 개인적·사회적 변화를 촉진할 수 있지만, 다차원적 관점에서 보면, 소수자만의임파워먼트 교육은 교육 참가자를 동질적이고 고정적인 집단 정체성으로 구성함으로써 다시금 내적 지배를 재생산할수 있는 한계를 지니고 있다는 것을 보여준다. 임파워먼트 교육의 이론가 및 실천가는 자신의 역사적·사회적 제반조건을인식하고 자신의 역량의 한계를 지속적으로 반성할 필요가 있다.

While research on empowerment education in multicultural societies has emphasized the activeness of minorities as agents of action, not much attention has been given to how empowerment education itself is connected to power relations. In view of this, this study takes a historical / reflective approach to empowerment education with the aim of examining the possibilities and limitations of empowerment education. For this purpose, this study reviews the theories of Fanon and Memmi and examines the case of HAKRA empowerment education in Germany, which utilizes ‘protected spaces’ for minorities. In particular, this study looks at how anti-colonial liberation movements predicated on a virtuous and homogenized identity of blackness came to be associated with a colonial past via historical processes, focusing on the fact that, due to the mutual dependence between the colonizer and the colonized, virtue is unattainable even for the colonialist who is critical of colonialism. This is related to the fact that empowerment education cannot be free from its various social/historical conditions. The present study shows that, while empowerment education in immigrant societies can affect individual/social change through the sharing of the discrimination and helplessness experienced in common among minorities, taking a multidimensional perspective on empowerment education for only minorities reveals its limitations, in that it may repeatedly reproduce internal dominance by constructing a fixed, homogenized group identity for its participants. Theorists and practitioners of empowerment education must recognize the entirety of their own historical/social conditions while continuously reflecting on the limitations of their abilities.
