국내 대기업의 ESG 공급망 실사 대응 사례연구: 삼성전자, 롯데케미칼 사례를 중심으로 (A Case Study on CSDD preparation of Domestic Supply Chain: Cases of Samsung Electronics & Lotte Chemical)

초록

EU 공급망 실사 지침(CSDD)이 2024년에 발효 예정인 상황에서 동 제도의 영향을 직접 받게 되는 국내 대기업은 전체 공급망에 대한 ESG 관리를 강화할 것으로 예상된다. 중소기업의 경우 직접 적용을 받지 않더라도 대기업 공급망 내 중소기업 협력사들은 간접적인 영향을 받게 될 것이다. 국제사회의 공급망 실사 제도 도입으로 인하여 국내 대기업 공급망 내 중소·중견기업 협력사 또한 ESG 대응이 필수 경영전략으로 자리 잡을 것이다. 반면에 국내 중소·중견기업에게는 ESG 관련하여 공급망 실사가 가장 큰 현안이지만 준비는 부족한 것으로 보인다.
이번 연구의 목적은 EU 공급망 실사 제도에 대한 이해와 이 제도 시행을 앞두고 대응하고 있는 국내 대기업 공급망의 현장 사례를 살펴보고 이에 대한 시사점을 찾는 것이다. 연구방법으로 우선 ESG 공급망 실사와 관련된 이론적 배경을 살펴보고, 글로벌 거점을 두고 활동하는 삼성전자와 롯데케미칼 공급망 사례를 선정하여 모기업이 역대 발간한 지속가능경영보고서에 대한 분석을 토대로 모기업과 협력사 ESG 관계자 각각과 심층 인터뷰를 통해 ESG 공급망 실사 대응에 대해 살펴보았다.
이번 사례연구를 통해 삼성전자와 롯데케미칼은 ESG 관련하여 대응 시점에는 차이가 있었지만 다음과 같은 동일한 결론에 도달할 수 있었다. 첫째, 삼성전자와 롯데케미칼은 자사의 사회적 책임의 관점을 재량적 성격의 ‘전통적 CSR 관리방식’에서 강행적 성격의 ‘ESG 관리방식’으로 전환하였다. 둘째, 삼성전자와 롯데케미칼은 자사의 공급망 내 협력사의 ESG 리스크 대응체계를 구축하여 공급망 실사에 대비하고 있다. 셋째, 삼성전자와 롯데케미칼은 공급망 내 협력사에 대한 ESG 역량 강화를 위해서 교육, 진단평가 및 컨설팅을 지원하고 있다. 거의 모든 국내 대기업의 공급망이 ESG 관리방식으로 전환하고 있으므로, ESG에 대한 철저하고 일관된 대응, 모기업과의 협력 강화, 중소기업에 대한 정부지원 필요성을 시사점으로 제시하고자 한다.

영어초록

With the EU Corporate Sustainability Due Diligence Directive(CSDD) scheduled to take effect in 2024, the domestic large-sized company directly affected by CSDD are expected to strengthen ESG management for their entire supply chain. In the case of small-sized company and mid-sized company, even if they are not directly applied, small-sized and mid-sized partner companies within the large-sized company's supply chain will be indirectly affected. Due to the introduction of CSDD in the international business, ESG preparation will become an essential management strategy for small-sized and mid-sized partners within the supply chain of large domestic companies. CSDD is the biggest issue to small-sized company and mid-sized company, but their preparation appears to be not enough.
The purpose of this study is to understand the EU CSDD and to examine the case of the domestic large-sized supply chains preparing CSDD. As a research method, we first looked at the theoretical background related to CSDD and selected the cases of Samsung Electronics and Lotte Chemical, which are active with global business, and analyzed the ESG preparation of parent company and the partner companies on the base of the sustainability management reports published by the parent company. We examined the real preparation of the domestic supply chains through in-depth interviews with ESG staffs of the parent company and the partner companies.
Through this case study, we reached the same conclusion to both Samsung Electronics’s case and Lotte Chemical’s case, although there were differences in the timing of their responses regarding ESG. First, Samsung Electronics and Lotte Chemical changed their perspective on social responsibility from the discretionary ‘traditional CSR management method’ to the mandatory ‘ESG management method’. Second, Samsung Electronics and Lotte Chemical are preparing for CSDD by establishing an ESG risk response system for partners within their supply chain. Third, Samsung Electronics and Lotte Chemical are supporting education, diagnostic evaluation, and consulting to strengthen ESG capabilities of partners in the supply chain. As the supply chains of almost all domestic companies are transitioning to ESG management method, we would like to advise a thorough and consistent response to ESG, cooperation with parent companies, and government support for small&medium-sized companies.
