아동학대 피해자가 말하는 청소년 쉼터 내 학대 피해 경험과 개선방안: A 쉼터를 중심으로 (The Experience of Abuse Victims in Youth Shelter and Improvement Measures: Focusing on Shelter A)

초록

본 연구는 아동학대 피해를 겪고 청소년 쉼터에 입소하게 된 위기청소년의 목소리를 통하여 청소년 쉼터의 문제점을 알아보고 그에 따른 개선방안을 제시하고자 하였다. 본 연구에서는 2년 이상 청소년 쉼터 거주 경험이 있는 학대 피해 청소년 5명을 대상으로 면접을 진행하였다. 연구참여자 선정 기준은 다음과 같다. 첫째, 연구참여자는주 양육자에 의한 학대 피해로 쉼터에 입소하였어야 한다. 이는 단순 가출로 인하여쉼터에 입소한 청소년을 연구 대상에서 제외하기 위한 기준이다. 둘째, 연구참여자는청소년 쉼터에서 총 2년 이상 거주하였으며 연구가 종결되기 이전에 쉼터를 퇴소하거나 퇴소할 예정인 자여야 한다. 셋째, 연구참여자는 연구에 참여하는 시점이 퇴소 후3개월 이내여야 한다. 넷째, 연구참여자는 현재 보유한 발달장애나 정신장애가 없는비장애 청소년이어야 한다. 다섯째, 연구참여자는 본 연구에 자발적으로 참여하기를원하고, 자기 경험을 공유함에 동의한 자여야 한다. 면접 결과 청소년 쉼터는 학대 피해로 인하여 생활 및 주거가 위태로운 피해 청소년들의 생존을 위한 중요 지원체계로파악되었다. 피해 청소년들은 공통적으로 원가정에서 충분히 받지 못한 정서적 지원과 돌봄을 쉼터에서나마 받을 수 있기를 바라였지만 쉼터 내에서 느껴지는 ‘심리적 불편감’과 ‘쉼터 종사자와의 갈등’은 피해 청소년들을 정서적으로 압박하였다. 피해 청소년들은 ‘쉼터에 대한 아쉬움’과 ‘쉼터에 바라는 점’ 모두 동일하게 ‘정서적 지원’을말하였으며 그 외로는 ‘자립 관련 정보 제공’을 필요로 하였다. 피해 청소년이 쉼터를퇴소하게 된 이유 또한 ‘쉼터 종사자와의 불화’임을 보면 A시의 피해 청소년들은 정서적 지원을 가장 중요하게 여기고 있음을 알 수 있었다. 연구결과를 바탕으로 아동학대피해 청소년들의 학대로 인한 신체⋅정서적 피해 치유와 사회로의 편입을 위하여 쉼터 내 상담 전문가 의무 배치, 종사자의 전문성 증진을 위한 정기적 교육, 자유로운 의견 발화를 위한 비공개적인 쉼터 만족도 조사 및 건의서 제출, 쉼터 내 청소년의 생활과 만족도를 직접적으로 모니터링할 수 있는 공적 지원체계의 강화 등을 제안하였다.

영어초록

This study attempted to find out the problems of youth shelters through the voices of at-risk youth who have suffered from child abuse and entered the youth shelter, and to suggest improvement measures accordingly. In this study, interviews were conducted with five youths affected by abuse who have lived in youth shelters for more than 2 years. The criteria for selecting research participants are as follows. First, the study participant should have entered the shelter as abuse damage caused by the main caregiver. This is a criterion for excluding adolescents who have entered the shelter due to simple runaway from the study. Second, the study participant must have lived in the youth shelter for a total of 2 years or more and are scheduled to leave the shelter before the study is completed. Third, the study participant must participate in the study within 3 months after discharge. Fourth, the study participant must be a non-disabled youth who does not have a developmental disability or mental disability. Fifth, the study participant must be a person who wants to participate in this study voluntarily and agrees to share their experiences. As a result of the interview, the youth shelter was identified as an important support system for the survival of victims whose lives and housing are at risk due to abuse damage. The victims wanted to be able to receive emotional support and care that they did not receive enough from their original families at the shelter, but the ‘psychological discomfort’ and ‘conflict with shelter workers’ felt in the shelter pressured the victims emotionally. The victims said ‘emotional support’ in both ‘regret for the shelter’ and ‘desire for the shelter’,and other things required ‘providing information related to self-reliance’.
Considering that the reason why the victim left the shelter was also ‘disagreement with shelter workers’, it was found that emotional support was the most important thing for the victims of A city. Based on the results of the study, in order to heal the physical and emotional damage caused by the abuse of the youth victims of child abuse and incorporate them into society, it was proposed to assign counseling experts in the shelter, regular education to promote the professionalism of workers, to conduct a satisfaction surveys with guaranteed anonymity and submit a proposal for free speech, and to strengthen a public support system that can directly monitor the life and satisfaction of youth in the shelter.
