식민지의 스티그마 정치 － 식민화 초기 부랑자표상의 현실효과 (Stigmatization and its reality effects in colonial Korea)

초록

부랑자는 상류층 명문세도가 및 부호가 자제들로 사치, 낭비, 도박, 기생유흥을 일삼는다는 이유로 1900-1920년대 중반까지 일제에 의해 지속적으로 그리고 집요하게 공격되고 배제된 집단이다. 이 연구는 이 부랑자라는 스티그마가 일본의 식민통치와 식민주의 체제 안에서 어떤 의미와 방식으로 구성되고 작용했는 지를 분석하였다. 결론적으로 부랑자라는 표상 또는 스티그마(stigma)는 사회적 정체성의 재구성을 통한 조선사회의 지배구조 재편 그리고 조선인에 대한 일상적 감시체제 구축과 직간접적으로 연관되어 있음을 제시했다. 일제는 부랑자검거와 소탕이 외견상 풍기(풍속)지도임을 일관되게 강조하는 담론전략을 구사했지만 20세기 서구 그리고 일본에서도 도덕규제는 민간 또는 시민사회 내부에서 자발적으로 구성되어 온 데 반해 조선에서 그것은 순전히 헌병경찰력에 의존한 감시와 처벌형태로 이뤄졌다. 1900년대 음부탕자론에서 1910-1920년대 초까지의 부랑자로 이어지는 상류층 청년들에 붙여진 스티그마의 계보는 1920년대 중반 이후 급증한 실질적인 빈민층 부랑아, 불량소년을 가리키는 의미변화를 거치면서 오늘날의 부랑자의 의미로 정착되었다.

영어초록

Japanese government-general of Korea introduced, mansred and throughly controlled a social category of vagrancy which was designated to identify peoples showing some undesirable attributes and characters like conspicuous and undisciplined consumption on luxury, indulgence into drinking and entertainment, gambling and laziness. Japanese authority watched over and punished vagrancy under the Ordinance on Penal Matters(Chosen keijirei, 1912) that defined vagrancy as people wondering around places without a regular profession and/or stable residence. In reality, most of vagrancies arrested, interrogated and punished by police were youth from high class families with fortunes and power. Japanese authorities insisted all the time they tried to discipline those vagrant youth lacking senses of modern morality and ethics. It was announced as a important part of police works that is supposed to improve moral standards of Koreans who had not been trained enough to be a civilized people. In sum, Vagrancy Code turns out to be a official cause to establish daily surveillance system over whole Korean society and peoples who involved in civil groups and organizations such as christian churches, youth associations, socialist and communist organizations and suspects who seemed participating in anti-Japan activities. Adding to this finding, I argue that Japan intended to deconstruct and rearrange the current and traditional power structure of Korea society into one that would contribute to the colonial regime. The dominant class of the past having lost all of privileges and power could become nationalist resistant leaders like many nobles, yangban, who organized and led guerrillas to fight against Japanese army during period since 1880s through before Occupation. It is the reason why Japan designated a stigma, so-called “high class vagrancy”. Indeed, colonialism is a regime, which is ruled and operated by stigmas attributed to a certain category of peoples according to their ethnicity, class, profession and characters.
