초록

우리나라 어촌개발은 관광중심으로 추진되면서 어가소득의 증대에 지대한 영향을 미쳤다. 그러나 어촌의 인구 감소와 고령화, 정주환경의 노후화, 어항의 안전시설 미비 등에 대한 대처가 미흡한 관계로 우리 정부는 2019년부터 2022년까지 지역재생사업 일환으로 어촌뉴딜300사업을 추진 중이다. 따라서 본 연구는 어촌·어항재생사업으로서 충실한 이행을 위하여 초기진단과 함께 절차적 과제를 도출하는 것을 목적한다. 제도적으로 어촌·어항재생사업의 절차는 「도시재생 활성화 및 지원에 관한 특별법」과 「어촌·어항법」에 근거하여 어촌·어항재생지역협의체의 의견수렴, 운영과 지원을 규정한다. 연구 대상지인 포항시 신창2리 어촌뉴딜300사업은 지역협의체를 구성하고 사업을 발굴하는 공모단계, 지역협의체가 주도하여 사업을 도출하는 기본계획 단계, 사업운영에 관한 지역 조직의 역량을 높이는 자산화 강화단계 순으로 추진하였다. 공모단계에서는 지자체와 지역주민으로 구성된 사업추진위원회가 한국농어촌공사 전문가의 자문받아 예비계획을 작성하였다. 해양수산부 현장자문의 평가를 받은 예비계획은 다음 기본계획 단계로 이전되었다. 지역협의체는 새로운 공동의 목표를 정립하여 사업을 발굴하였고 어촌·어항정비를 위한 공통사업, 지역 여건을 고려한 특화사업 그리고 운영관리 프로그램을 구축하는 소프트웨어(S/W)사업에 관한 총 14건의 부분사업을 선정하였다. 자산화 강화단계는 컨설팅과 교육을 중심으로 지역공동체의 자생력을 갖추도록 하였다. 그러나 지역재생 선행사례로 어촌뉴딜300사업을 농촌중심지 활성화사업과 비교 분석한 결과 첫째, 지역협의체는 자문회의 형식을 빌려 운영되면서 구성원 간 친밀도가 낮은 구조였다. 둘째, 사업 자체가 단기간 주민역량에 초점이 맞춰지면서 사업종료 후 행정 및 전문가와 지속적인 교류와 사업 조정이 어려운 구조였다. 셋째, 사업예산 집행 기간은 3년으로 설정되어 향후 사업 실효성을 예측하기 불가능하였다. 따라서 지속가능한 어촌뉴딜300사업이 추진되기 위해서는 절차적으로 사업을 총괄할 수 있는 전문가의 역할에 대한 제고, 장기간 현장에 밀착하여 지원할 수 있는 중간지원조직의 필요성, 사업종료 후 지자체의 별도 기금 마련과 같은 과제가 남아있다.

영어초록

Until now, Korea's fishing village development program has had a significant impact on increasing fishing income as it has been promoted as a tourism-driven scheme. However, the government did not respond to the decrease in population, ageing population, ageing residential environment, and lack of safety facilities in fishing ports. As a result, the Korean government is pushing for the New Deal 300 project(FVND) as a regional regeneration project from 2019 to 2022. Therefore, this study aims to derive procedural challenges with an initial diagnosis for the faithful implementation of FVND as a regional regeneration project. As a point of law, the procedures for the FVND project are based on the collection of opinions, operation and support of the Fishing Village and Fishery Harbors Regeneration Regional Consultation Body(RCB) based on the 「Special Act on the Promotion and Support of Urban Regeneration」 and the 「Fishing Village and Fishery Harbors Act」. Accordingly, the FVND opened up to the general public to form a RCB and discover projects, and the Masterplan step works in conjunction to derive projects led by the RCB, and the Identification step has been laid out to enhance the capabilities of local organizations for project operation. During the public offering, a Project Promotion Committee consisting of local governments and local residents prepared a preliminary plan after receiving expert advice from the Korea Rural Community Corporation. The preliminary plan, which was evaluated by the Ministry of Maritime Affairs and Fisheries on-site advice, was transferred to the Masterplan step. The Regional Consultation Body has established new common goals and discovered projects, selected a total of 14 detailed projects for common projects for fishing port maintenance, chosen specialized projects considering local conditions, and has initiated software projects for establishing operation management programs. The step of strengthening assets was to equip the local community with self-sustaining power, focusing on consulting and education. However, after comparing and analyzing Rural Center Revitalization Project with a similar precedent, the RCB was firstly operated in the form of an advisory council and had low intimacy among its members. Second, as the project itself focuses on short-term residents' capabilities improvement, it is impossible to continuously exchange and coordinate administrative and professional fields after the construction completion. Third, it was impossible to predict the effectiveness of the project in the future as the execution period of the project budget was set for three years. Therefore, in order for the sustainable FVND to be carried out, challenges such as expanding the role of experts in charge of the project, the need for an Intermediary Organization to support the project in close contact with the site for a long time, and raising separate funds by local governments after the completion of the project remain at large.
