趙顯命의 現實認識과 國政運營論 (Johyeonmyeong(趙顯命)'s actuality realization and goverment—administration theory(國政運營論))

초록

본고는 英祖代 전반기 蕩平主人의 한 명인 趙顯命의 國政運營論을 정치와 경제․사회 운영론으로 나누어서 살펴본 것이다. 趙顯命의 국정운영론에 대한 이해는 영조대 蕩平派의 그것을 이해하는 시금석이라 하겠다. 趙顯命은 당시의 상황을 국가적 위기로 인식하고 해결 방안을 모색하였다. 정치적으로는 조선 붕당의 특수성을 전제로 주장한 탕평론을 주장하였고, 구체적인 방법으로 分等說, 兩非說, 互對說 등을 제기하였다. 그러나 互對說에서 보듯이 그가 제기한 방법은 부득이한 선택에서 나온 것으로, 一進一退의 정국을 안정시키는데 기여하였다.
趙顯命은 또한 정치구조 개편을 추진하여, 吏曹銓郞과 翰林 제도의 개편을 주장하였다. 趙顯命에게 정치구조 개편의 논리를 제공한 인물은 柳壽垣이었다. 柳壽垣은 官制序陞圖說에서 자신이 추구한 정치개혁의 방향을 제시하였으나 정책으로 채택되지 못하였다. 다만 이때의 논의는 吏曹銓郞과 翰林의 운영을 개편하는 계기가 되었다. 이 같은 趙顯命의 淸顯職改編論은 아래에서 通索을 조종하는 폐단을 시정하고 紀綱을 확립하기 위한 것이었다.
경제적으로는 裕國便民을 위한 대책을 제시하였다. 화폐의 주조와 관련해 李光佐 등 일부에서 加鑄를 반대하였으나 조현명은 국가와 백성의 곤궁함을 해결하기 위해서는 이 방법 밖에 없다고 하였다. 加鑄에 대해서는 趙顯命 이외에도 趙文命, 宋寅明 등 蕩平派 대부분이 동의하였다. 이 같은 입장은 양역문제에서도 표출되었다. 그리하여 減匹과 그에 따른 給代策을 제안하면서 이 역시 국가와 백성 쌍방을 고려한 것이라 하였다.
사회적으로는 인재 등용의 한계를 극복하고자 교학기구의 정비를 통한 德과 才를 함께 갖춘 인재의 진용을 주장하였다. 이는 당시 당론의 격화로 자파 인사의 진용에 한정되는 한계를 극복하기 위한 것이었다. 別薦 제도의 시행이라든지 영남감사 재직시 養士節目(후에 勸學節目으로 국가에서 반포됨)를 제정, 이를 도내에 시행한 것이 그러한 예이다.
이상과 같은 조현명의 국정운영론은 좀 더 많은 사례가 축적되어야 하겠지만 사림정치 시기 공론을 강조하며 世道宰相論을 주장하고, 養民을 우선시하던 山黨의 국정운영 방향과는 다른 양상이었다. 굳이 그 계통을 찾는다면, 漢黨 계통의 국정운영 방략과 유사하다고 판단된다.

This study divides into politics and economics and society operation and examine Johyeonmyeong's goverment-administration theory that is person of Tangpyeongjuin(탕평주인) that act in the first half year of time that king Yeong-Jo(英祖) is on the throne. Interests about Johyeonmyeong's goverment-administration theory can become standard that understand Tangpyeongpa(蕩平派)'s it in the king Yeong-Jo period(英祖代). Johyeonmyeong recognizes then situation by national crisis and sought solution. Insisted Tangpyeongnon(蕩平論) on the assumption Joseon Dynasty faction(朋黨)'s peculiarity politically, and instituted Bundeungseol(分等說), Yangbiseol(兩非說), Hodaeseo(互對說) etc. by concrete method. But, method that he institutes as Johyeonmyeong's this captain sees in Hodaeseol is result that appear in obligatory selection, party, which party wishes to come out contributed to stabilize political situation that resign.
Johyeonmyeong also pushes political structure reorganization, I asserted reorganization of Ijojeonnang(吏曹銓郞) and Hanim(翰林) system. Person, who offer Johyeonmyeong logic of political structure reorganization, was Yousuwon(柳壽垣). Yousuwon projected direction of political reform that oneself pursues in Gwanjeseoseungdoseol(官制序陞圖說) but was not selected by policy. But, this time, discussion served as a momentum that reorganize operation of Ijojeonnang and Hanim. Johyeonmyeong political structure reorganization as long as is damp reason “Thing to correct abuse that manipulate that pass in lower part and that stop and establish fundamental principles” be.
People submited countermeasure for comfortable at the same time making the country rich(裕國便民) economically. Regarding manufacture of money, opposed thing that brew money additionally(加鑄) in Igwangjwa(李光佐) etc. some but Johyeonmyeong said that this method is to solve that is very poor of country and people. Most of Jomunmyeong(趙文命), Songinmyeong(宋寅明) etc. Tangpyeongpa agreed in addition to Johyeonmyeong about thing that brew money additionally. Such entrance was expressed in Yangyeok(良役) countermeasure. So, I did that two considers country and people each side suggesting supplement fund accordingly with that reduce burden.
Johyeonmyeong insisted competent person's appointment who fulfill together moral influence(德) and talent(才) through education utensil's maintenance to overcome also limit of selection of fit persons for higher position socially. It was to overcome limit of person who limit in appointment of this by at that time aggravation of view of a party own party person. Is enforcement of Byeolcheon system(別薦制) or carries out in enactment Yangsajeolmok(養士節目) (After by Gwonhakjeolmok勸學節目 in the country distribute) at Kyongsang Province governor holding office and to carry out this on inside of a province is such example.
Johyeonmyeong's goverment-administration theory such as an ideal have to be accumulated more examples, but it was other aspects with Sandang(山黨)'s goverment-administration theory that emphasizes Gongnon(公論) Saimjeongchi(士林政治) time and insists Sedojaesangnon.
(世道宰相論), and puts stability of people. If visit the system strongly, is thought that is similar with Handang(漢黨) order's goverment-administration theory.
