초록

창조도시는 어떤 메카니즘을 가지고 도시경쟁력을 확보하고 있는지를 파악하는데 그 목적이 있다.
창조도시의 도시경쟁력 메카니즘을 규명하기 위하여 우선 도시경쟁력의 결정요인을 규명하고 그요인들 간 관계를 규명하는 것이다. 창조도시의 경쟁력은 독립변수인 투입과정에서 창조도시의내부자산요인으로 창조계급이라는 인적 자산과 도시에 독특한 문화･예술적 자산이 투입되고, 창조도시의 외부환경요인으로 외부환경에 대한 개방성에 근거한 사회적, 문화적 다양성에 의하여 도시의 활력과 효용성을 증대하며 새로운 연결과 통찰력을 제공하게 된다. 이와 같이 투입된 내부자산요인과 외부환경요인을 매개변수인 전환과정에서 내부관리요인에 의하여 도시성과를 창출하여 도시경쟁력을 제고하는 메카니즘을 가지게 된다. 여기에서 창조도시의 내부관리요인은 크게네 가지로 나누어진다. 즉, 창조도시는 혁신적이고 유연한 도시경제시스템를 가지고 있으며, 유연한 조직과 수평적인 네트워크, 즉흥적이고 혁신적으로 변모하는 유기적인 조직과 조직문화를 지니고 있어 유기적인 네트워크와 다양한 구성원 참여를 통한 창의성이 발현되고 있다. 또한 창조도시는 주민의 자발성과 창조성을 고양하는 협력적 거버넌스를 구축하고 있으며, 도시문제를 창조적으로 해결하는 도시관리시스템에 의한 도시경쟁력 메카니즘을 가지고 있다.

영어초록

The purpose of this study is to analyze the mechanism to strengthen the city competitiveness of a creative city. First, the study explores determinants of city competitiveness and their relations. There are three determinants, internal assets, external environment, internal management. The city competitiveness of a creative city in the process of input as an independent variable depends on internal assets(creative class and cultural infrastructure) and external environment(openness and diversity), and in the process of conversion as a medium variable on internal management(flexible, innovative urban economic system, organization culture, collaborative governance, and creative solutions of urban problems). The mechanism of input process to strengthen the city competitiveness of a creative city is as follows: in internal assets term, to cumulate the human assets called creative class and to formulate a unique cultural and artistic assets, in external environment term, to increase the effectiveness and vitality of the city through the social, and cultural diversity based on openness to the external environment. Independent variables such as internal assets and external environmental factors in the process of input are converted into urban performances of a creative city through the parameters of the process of conversion.
The parameters a creative city has are as follows: innovative and flexible urban economic system, flexible and organic organization and organizational culture, collaborative governance to enhance the spontaneity and creativity of the residents to build a creative city,and city management system to solve urban problems creatively.
