초록

435년 高句麗와 北魏가 최초의 冊封朝貢關係를 맺은 이래, 고구려는 북위에 대해 당시 유례를 찾기 어려울정도로 빈번히 조공하였고, 북위는 동방의 여러 나라 가운데 고구려에게만 冊封號를 수여하였다. 東夷中郞將·東夷校尉의 領護軍官 職을 포함한 책봉호가 그것이다. 이들 영호군관의 영호대상이 동이라는 점에서 그동안의 연구에서는 책봉호의 수여를 고구려의 독자적 세력권을 공인하는 조치라고 이해해왔다.
북위가 다른 민족을 통제하기 위해 개설한 영호군관 직에는 동이교위 외에도 서융중랑장·서융교위 등 여럿이 있었고, 이들은 고구려와 같이 책봉호의 일부로 수여되기도 하였다. 특히 토욕혼은 북위 서방의 강국으로고구려 장수왕의 책봉호와 비교해 볼 때 ‘동서’의 고유명사만 다를 뿐 동일한 내용의 책봉호를 수여받았다. 이점에서 북위가 인접 강국에게 독자적 세력권을 공인해 준 또 하나의 사례가 되어야 하였지만, 실제 양국 관계를 검토한 결과 북위는 토욕혼을 서방의 패자로 인정하지 않고 있었다. 북위의 간섭으로 인해 토욕혼은 인접국과의 분쟁조차 독자적으로 해결할 수 없는 처지에 놓여 있었던 것이다.
한편 북위인이 동이교위를 역임한 모습은 470년 이후 사라지지만, 고구려 국왕의 책봉호에서 다시 모습을보인다. 이에 북위의 동이교위가 맡았던 역할을 고구려 국왕이 이어받은 것이라고 보기도 한다. 하지만 이는책봉호의 동이교위가 북위의 지방관이 역임한 동이교위와는 계통이 다르다는 사실을 간과한 것이다. 또한 기능에서 유사한 서융교위의 사례는 교위 직의 책봉호 수여 역시 지역세계에서의 우월한 지위를 인정한 증거가될 수 없다는 사실을 알려준다.
지역세계에서의 패자라는 고구려의 국제적 지위와 관련하여서는 503년 북위 宣文帝와 고구려 사신의 대화를주목해 보아야 한다고 생각한다. 여기에서 북위 황제는 동방 지역세계의 안정을 고구려에 맡겼으니 그 책임을다하라고 선언하였다. 이 공언이 있음으로 해서 그에 후속하여 수여되었던 동이교위의 책봉호는 그 名號에 내포된 제도적 의미를 온전히 살릴 수 있었던 것이다. 여기에서 북위로부터 영호군관 직을 받았던 여러 나라들가운데 유독 고구려만이 그 명호에 부합하는 독자적 세력권을 인정받았다는 사실을 새롭게 확인할 수 있다.

영어초록

Since the first tributary appointment relationship was forged between Koguryeo and NorthernWei(北魏) in 435, Koguryeo received appointment titles including territory protection officer titlessuch as Dongi Jungnangjang and Dongi Gyowi from various Nothern Dynasties of China includingEastern Wei(東魏) and Northern Qi(北齊). In the studies so far, such appointment titles have beenunderstood as officially recognizing Koguryeo’s independent sphere of power. That is, theappointment titles were regarded as Northern Wei’s intention to have amicable relations withKoguryeo.
However, Northern Wei had no intention to officially recognize Koguryeo’s sphere of power,given that the appointment titles of Northern Wei were a political scheme for the unification ofNorthern China. Such an understanding can be confirmed from Tuyuhun(吐谷渾)’s example, whichhad been regarded as another case of Northern Wei’s officially recognizing a strong country’sindependent sphere of power. Tuyuhun was a powerful nation in the west of Northern Wei, andreceived appointment titles in the same content as the appointment titles of Koguryeo’s KingJangsu(長壽王), which were only different in terms of the proper nouns of east and west. But,Northern Wei did not recognize Tuyuhun as the ruler of the west part. Due to Northern Wei’sintervention, Tuyuhun was in the position not to solve even the disputes with neighboringcountries independently.
Meanwhile, although, the Northern Wei people’s taking office of Dongi Gyowi disappearedafter 470, such a situation appeared in the Koguryeo King’s appointment title again. This is alsoregarded as Koguryeo King’s succession of the role that Northern Wei’s Dongi Gyowi played.
However, this actually ignored that the appointment title of Dongi Gyowi was different from theappointment title that a local official took in terms of its attributes. The case of Seoyung Gyowi(西戎校尉) similar in terms of function tells that the acceptance of Gyowi office appointment titlecannot be a proof recognizing a prominent position in the regional world. Therefore, it seems tobe later than those days that Koguryeo had friendly relationship with Northern Wei, and that itsindependent sphere of power was recognized by Northern Wei.
Concerning Koguryeo’s international status as the ruler in the regional world, the author of thispaper thinks that attention should be paid to the conversation between Northern Wei’s EmperorXuan Wen(宣文帝) and Koguryeo’s envoy in 503. Here, Northern Wei’s emperor declared thatKoguryeo should fulfil its responsibility, since he entrusted the responsibility for stability in theeastern regional world to Koguryeo. The appointment title, Dongi Gyowi, awarded subsequentlyby such a declaration, made the institutional meaning contained in the title significant. Amongmany countries that received the office of territory protection officer from Northern Wei, it can benewly ascertained that only Koguryeo’s independent sphere of power was recognized in line withits appointment title.
