공관리제도 시행에 따른 토지등소유자의 의식조사 - 주택재개발사업을 중심으로 - (A Survey on the Consciousness of Landowners with the Implementation of the Public Management System - Focused on the Housing Redevelopment Project -)

초록

본 연구는 그동안 주택재개발과정에서 나타는 여러 가지 문제점을 보완하기 위하여 서울특별시가 2010년 7월 실시예정인 주택재개발사업의 공공관리제도가 투명성 강화와 사업기간 단축, 사업비용 절감의 효과와 비리척결 등의 효과가 있을 것인지 수유2동 시범구역을 대상으로 공공관리제도에 대한 토지등소유자의 의식조사를 실시한 결과 첫째, 응답자의 상당부분이 공공관리제도에 대해 잘 모르고 있어 기본적 교육․홍보가 요구된다. 둘째, 응답자들은 정비업자선정의 신뢰성 문제와 추진위원회 및 조합임원들의 전문지식 부족에 따른 신뢰, 그리고 공공기관에 대한 신뢰문제가 심각함을 알 수 있어 정비업자 선정방법의 개선과 조합임원들에 대한 전문교육 의무화, 공공기관의 공정한 업무처리 등 신뢰회복이 선행되어야 할 것이다. 셋째, 응답자의 대부분은 공공관리제도는 좋은 제도 일 것이나 투명성을 확보해 주는 수단은 될 수 없어 공공관리제도의 효과에 대한 홍보와 사전 대책이 요구된다. 넷째, 구청장이 정비업자를 직접 선정하는 것과 추진위원회 구성 이후 구청장이 선정과정을 지원하고, 추진위원회에서 설계업자를, 조합에서 시공사를 선정하는 것에 대해 공정성에 의문이 제기되어 공정하게 선정할 수 있도록 공무원을 비롯한 추진위원회 및 조합임원, 학계, 업계 등으로 선정위원회를 구성하여 선정할 수 있도록 법․제도적 보완이 필요하다. 다섯째, 구청장이 공공관리자를 위탁 할 경우 주민의 의사가 반영될 수 있도록 주민동의가 필요하다. 따라서 공공관리제도의 성공을 위해서는 그 효과의 지속적 홍보․교육이 선행되어야 한다.

영어초록

This study attempted to conduct the survey on the consciousness of landowners for the public management system with a focus on the model district of Suyu 2-dong. As a result, it was found that basic education and public relations are first required as a considerable portion of the respondents are not well aware of the public management system. Second, respondents thought that there were many serious problems of trust relating to reliability over the selection of the improvement firm, the lack of technical knowledge of the promotion committee and association officers and the public institution. It is necessary to restore trust so as to improve the method of selecting the improvement firm, make it obligatory for association officers to receive technical education and achieve the fair affair processing of the public agency. Third, most of the respondents said that the public management system would be good but could not become a means for securing transparency. It is necessary to publicize the effect of the public management system and take the prior measure for it. Fourth, the respondents raised the doubt over fairness in relation to the personal appointment of the improvement firm by the head of a borough(gu), support for the process of selection by the head of the borough since the construction of the promotion committee, the selection of the designer by the promotion committee and the selection of the construction company by the association. Therefore, it is necessary to make a legal and institutional complementation so that the selection committee may consist of the promotion committee, the association officer, academic circles and business circles including public officials for the purpose of achieving fair selection. Fifth, residents are required to agree so that their opinions may be reflected in case the head of the borough appoints the public manager. Accordingly, the sustained public relations and education of the effect should be preceded to make the public management system successful.
