유아무상교육ㆍ보육정책 분석: Cooper 등의 다차원정책분석모형을 활용하여 (The Analysis of Free Education and Care Policy for Korean Young Children through 4-Dimension Policy Analysis Model of Cooper)

초록

2013년부터 우리나라는 3, 4, 5세 유아를 대상으로 유아무상교육‧보육정책을 전면적으로 실시하게 되었다. 본 연구에서는 유아무상교육‧보육정책의 역사적 맥락과 개념 변화과정 등을 검토하고, 이 정책의 규범적, 구조적, 구성적, 기술적 차원에서의 의미를 다차원교육정책분석모형을 적용하여 분석하였다. 분석 결과, 유아무상교육‧보육정책의 사회정의는 공교육화, 공보육화 및 여성의 경제활동참여 증진과 저출산 완화이었다. 또 선별적 접근에서 보편적 접근으로 가치추구의 방향을 전환했다는 규범적 특징, 유치원과 어린이집에 공통과정을 도입하는 것과 함께 추진되었다는 구조적 특징, 부모를 비롯한 대부분의 관련 집단이 이득을 보고 있지만 정부는 재원마련에 어려움을 겪고 있다는 구성적 특징이 있었다. 기술적 측면에서는 공통과정 적용시간과 교사 학력, 표준교육비와 보육료에 미치지 못하는 지원액, 지방재정교부금의 사용문제, 투명성 강화 등의 문제가 있었다. 유아무상교육‧보육정책의 결과는 아직 논하기 이르지만, 기회의 균등이라는 목표는 실현했다고 볼 수 있다. 앞으로 남은 과제는 과정에서의 균등 실현과 안정적 재원확보 및 법적 구축을 위해 노력해야 한다는 점이다.

영어초록

The purpose of this study is to analyze free education and care policy for Korean young children aged 3-5, based on the historical contexts and concepts of this policy. This study was focused into four domains of normative-dimension, structural-dimension, constituentive-dimension, and technical-dimension through educational policy analysis model of Cooper.
As a result, the social justice of this policy provide young children with the opportunities of public education and care, reinforce government's responsibility to relieve low fertility of women, and enhanced women’s participation on their economic activities. First, in terms of the normative dimension, the way of pursuing value in the policy was noted to transform from the selective to the universal approach. Second, in the structural dimension, it was analysed that the policy was pushed ahead with the introduction of the common curriculum for both kindergarten and child care center simultaneously. Third, in terms of the constituentive dimension, it was noted that the government had a bit difficulties to make financial funding for the policy action, even though most of the related interest groups derived the benefit from the implementation of this policy. Fourth, in terms of the technical dimension, it was analysed that there were several problems in the operating time of the common curriculum, teacher education level, insufficient funding below the standard education and child care fees, the avalablity of local financial grants, and transparency reinforcement issues. However, the introduction of the common curriculum can be anticipated in the integration of early childhood education and care system, achieving the equality of educational opportunity for young children.
