지리산의 유네스코 세계유산 등재 전략과 과제 (A Study on the Strategies and Challenges Facing the Registration of Mt. Jiri on the World Heritage List)

초록

2007년 이후부터 지리산을 세계복합유산으로 등재하려는 준비가 진행되고 있다. 민족의 영산인 지리산에는 지정․비지정 문화재가 산재하며, 생물다양성의 보고로 세계유산적 가치가 충분하기 때문에 세계유산등재를 시도하기에 이른 것이다. 지리산이 세계복합유산으로 등재된다면 한국 최초의 복합유산이 될 뿐 아니라 유산들의 보전의무를 외면할 수 없으며 국제적인 관광 명소로 부각됨으로써 지역경제 활성화와 국위선양으로 명실상부한 문화대국으로 진입하는 의의를 지닌다.
이 연구는 지리산의 세계유산 잠정목록 신청을 준비하는 단계에서 국력을 소모하지 않으면서 소기의 성과를 거둘 수 있는 전략과 과제를 고찰함을 목적으로 한다. 왜냐하면 지리산이 동일한 문화권에 속함에도 3개 도, 5개 시․군에 걸쳐 있는 조건 아래에서도 지리산의 세계유산 등재에 관해서는 사회구성원 또는 조직 간의 이견이 없을 만큼 세계복합유산 등재기준 ⅲ․ⅵ․ⅹ항의 적용이 공론화되어 있기 때문이다.
그러나 행정적․체계적 사회통합이 이루어지지 않고, 행정기관 간 그리고 지방자치단체 간 입장 차이, 세계유산 등재를 위한 사전 준비 미흡 등의 문제점이 있다. 이러한 문제점으로 인하여 천연보호구역 지정 및 유네스코 생물권보전지역 등재 신청과 세계복합유산 등재를 위한 자원조사 및 세계유산적 가치 입증이 지연되고 있다.
따라서 지리산의 세계복합유산 등재를 위한 사전 절차로서 잠정목록 신청 이전에 국내법에 의한 천연보호구역 지정 신청 및 유네스코의 MAB(인간과 생물권 계획)에 의한 생물권보전지역 신청을 선행해야 하며, 이와 병행하여 충분한 자원조사를 통하여 지리산의 세계유산적 가치를 입증해야 할 것이다. 이를 위하여 지리산과 관련한 사회, 즉 관련 단체와 지역주민은 통합되어야 하며, 범국민적 등재추진위원회가 구성되어야 한다.

영어초록

Starting in 2007, there has been a movement nationally to register Mt. Jiri as a piece of UNESCO’s World Heritage list, given that is contains sites with rich cultural heritage and is well recognized for being a place of spirituality. The listing of Mt. Jiri as a place of World Heritage as adjudged by UNESCO will be significant in adding an extra facet of Korean culture to the global list, as well as providing a firm international mandate for action to be taken for its preservation. Other significance in any such listing is to the domestic tourist market, through its chance to become an international tourist attraction, boosting Korea’s place as a global tourist powerhouse and enhancing the Korean brand.
As part of the preparations necessary for submitting an application for Mt. Jiri to be provisionally listed as a UNESCO World Heritage Site, this study investigates the strategies and challenges required. As Mt. Jiri evinces a shared culture across the three provinces, five cities and counties that constitute the local region, there is found to be no protest or discord that could jeopardize, as contravening UNESCO’s iii, vi, and x listing criteria, the coordination and cooperation in its listing as a World Heritage site.
However, in terms of the level of inter-governmental administrative and systematic social integration, issues remain with a general lack of preparation undertaken across municipalities for the application. Such issues are products to the delays suffered in the application for its Natural Protected Area status and for its Man and the Biosphere Programme. There were also delays with the survey undertaken of local resources and the verification of the value of listing Mt. Jiri as a World Heritage Site.
Accordingly, prior to the application for registration onto the tentative list of candidates to full UNESCO World Heritage Site status, what is required is to secure national legal protection and natural protected area status for local habitats as part of the application process for its registration on UNESCO’s Man and the Biosphere Programme. Concurrently, concrete measures, backed up with resources, should be taken to demonstrate the value of the world heritage on offer locally. Thus, this study recommends the establishment of a National Registration Promotion Committee, consisting of societies linked with Mt. Jiri and related organizations, alongside local residents.
