초록

이 논문은 지난 16대 대선정국에서의 주요 정당의 이념과 공약을 중심으로 대선후보들의 대북정책에 초점을 두고자 한다. 왜냐하면 대선 후보들의 대북정책은 다른 국내외적 정책보다 이념적 정체성이 가장 잘 드러내는 대목이기 때문이다. 한국의 16대 대선후보들의 이념적 성향과 대북정책의 상관관계를 고찰하는 것은 최고통치자로서의 대북정책이 과연 통일 및 안보에 어떠한 영향을 미치는가를 파악하는데 중요한 의미를 지니기 때문이다.주지하듯이 대선정국에서 이념대결을 극명히 드러낸 문제는 대북통일정책이었다. 특히 김대중 정부의 햇볕정책을 계승하느냐, 수정하느냐가 대북정책의 주요 쟁점이었다. 대북대미 정책과 관련, 한나라당 이회창 민주당 노무현 민노당 권영길 세 후보의 이념과 정책은 다소 시각차를 보였다. 이처럼 대선과정에서 대북정책은 남북관계의 변수가 도사리고 있어 통일정책을 둘러싼 공방이 전면화 될 수 있는 문제였다. 따라서 한국에서 대권에 도전하고 대통령이 되기 위해서는 대북관은 물론 대북정책, 그리고 대미의식을 어떻게 형성하고 견지하느냐가 관건이라 할 수 있을 만큼 중요하고 민감한 의사결정으로 볼 수 있겠다.

영어초록

This dissertation is focus in North Korea policy of the Presidential election candidacies which pass in the center idea and public pledge of the important political party from 16th Presidential election political situations. Because the North Korea policy of the Presidential election candidacies shows a different feature in inside and outside of the national policy compared to ideal identity. Investigating the interrelation of ideal propensity and North Korea policy of 16th Presidential election candidacies of Korea will because keeps meaning which is important to the North Korea policy of Korea as highest ruler in the place where it grasps it causes an effect to a unification and a security.
The problem which is distinguishes an idea confrontation in this Presidential election political situation from widely known was North Korea-unification policy of Korea. The Sunshine Policy of Kim Dae Jung government it succeeds or it amends, it was an important issue of North Korea policy of Korea specially. It relates with North Korea-US policy of Korea that the idea and policy of three Presidential candidates(Grand National Party`s Lee Hoe Ch'ang, Democratic Party`s Noh Moo Hyun, Democratic Labor Party`s Kwon Young Kil) were visible some visual lag. North Korea policy of Korea from this Presidential election process is the variable of relationship the north and south and it was a problem which is the possibility of the offense and defense which besieges a unification policy becoming generalization.
Consequently it will challenge in the prerogatives and becomes President in Korea that seeing with the opinion decision which is sensitive it will being important which stands how will form of course North Korea policy and Viewpoint of North Korea, and US Consciousness of Korea.
