러시아 북방 토착민들의 문화부흥과 교육문제 (A Study on Cultural Revival and Educational Issues of Indigenous Peoples in Northern Russia)

초록

러시아 북방 지역에 분포하는 토착민의 숫자는 약 25만 명으로 이들 중 절반 이상이 전통적으로 유목 및 반 유목 생활을 하고 있다. 수세기 동안 이어진 이들의 전통적 생활방식은 지구 상 독특한 문명이면서 동시에 극지방 문화의 필수적인 부분이다. 북방지역의 툰드라와 타이가 지대에 흩어져 평화롭게 살고 있던 토착민족들이 각 민족별 공동체의 자치적 체계 속에서 살아가는 것은 극한의 자연환경과 기후조건 속에서 살아남는 집단적 생존의 방식이었으며, 각 민족들마다 고유한 삶의 방식과 경제활동의 형태, 모국어, 물질적·정신적 문화를 가지고 있었다.
오늘날 북방지역 토착민들은 어려운 상황에 처해 있다. 가장 큰 우려는 러시아인의 북방 진출 이후 시작된 전통적 문화 규범과 가치체계의 파괴이다. 이는 곧 문자 그대로 ‘소수민족’으로의 전락과 소멸에의 위험을 야기하고 있다. 이들의 오랜 가치는 주변 자연환경과의 조화, 근면성, 전통에 대한 연속성, 고유한 민족적 집단주의에 있으나 이는 러시아인의 북방지역 진출 이후 크게 훼손되기 시작했고 소비에트 시대를 거쳐 강제적 동화정책이 소기의 목적을 달성하면서 민족공동체의 지속 가능한 발전에 큰 위기감을 느끼게 한다.
러시아 북방 토착민들이 자신들의 전통과 정체성을 지키려는 노력은 오랫동안 끈질기게 지속되어 왔으나 잘 알려진 것처럼 토착민들이 언어와 전통적 경제활동, 생활관습 등에서 벗어나 도시에 정착하거나 러시아화 되는 숫자가 적지 않아 종족 소멸의 위기를 겪고 있는 것 역시 사실이다. 개방 이후 북방토착민 고유의 전통과 문화, 정체성을 회복하자는 사회적 담론은 보편교육제도인 기숙학교의 대안으로 유목학교 부활의 필요성과 기대로 이어졌다.
본고에서는 토착민의 ‘문화부흥의 시대’를 이끌어줄 대안으로 여겨지는 보편교육의 변화를 중심으로 북방 토착민들의 ‘지속가능한 미래’에 대해 고찰하고자 한다.

영어초록

The number of indigenous people distributed in northern Russia is approximately 250,000, more than half of whom lead a traditionally nomadic and semi-nomadic lifestyle. Their traditional lifestyle, which has lasted for centuries, is a unique civilization on Earth and at the same time an essential part of polar culture. The indigenous peoples who lived peacefully scattered across the tundra and taiga areas of the northern region lived within the autonomous system of each ethnic community as a way of collective survival in the extreme natural environment and climatic conditions, and each ethnic group had its own unique life. It had its own methods, forms of economic activity, native language, and material and spiritual culture.
Today, indigenous people in the northern region are in a difficult situation. The biggest concern is the destruction of traditional cultural norms and value systems that began after Russians advanced northward. This is literally causing the risk of being reduced to a ‘minority’ and disappearing. Their long-standing values lie in harmony with the surrounding natural environment, diligence, continuity with tradition, and unique national collectivism, but these began to be greatly damaged after the Russians advanced into the northern region, and the policy of forced assimilation through the Soviet era failed to achieve its intended purpose. While achieving this, it creates a sense of great crisis in the sustainable development of the national community.
Efforts by the indigenous people of northern Russia to preserve their traditions and identity have been persistent for a long time, but as is well known, a significant number of indigenous people are breaking away from their language, traditional economic activities, and living customs and settling in cities or becoming Russianized, leading to a crisis of ethnic extinction. It is also true that we are going through this. After the opening, the social discourse to restore the unique traditions, culture, and identity of northern indigenous people led to the necessity and expectation of the revival of nomadic schools as an alternative to the boarding schools, which are a universal education system.
In this paper, we will examine the ‘sustainable future’ of northern indigenous peoples, focusing on changes in universal education, which is considered an alternative that will lead to ‘an era of cultural revival’ for indigenous peoples.
