6•25전쟁 납북자 명부들의 특성과 대학생들의 납북자 문제 인식에 관한 연구 (An Analytic Study of the Lists of the People Kidnapped to North Korea and of the College Students' Perception)

초록

정부와 6•25전쟁 납북인사가족협의회의 노력으로 납북자와 관련된 11종의 명부가 발견되었으며, 납북자 관련 연구들도 활발해졌다. 그러나 이 명부들은 작성시기와 목적, 조사항목 등에 조금씩 차이가 있으며, 작성자도 민간단체와 정부, 적십자사 등 다양한 것으로 나타났다. 명부에 대한 1차 자료 확보의 어려움 때문에 발견된 명부의 연관성, 작성배경과 명부의 구체적인 조사항목에 대한 연구는 아직까지 없다고 본다. 그러나 논자는 6•25전쟁 납북인사가족협의회의 도움으로 관련 자료들을 모두 입수할 수 있었다. 따라서 본 연구는 그동안 발견된 11종의 명부들을 대상으로, 각 명부의 작성 배경과 내용 등을 상세하게 분석하였다. 그 결과, 납북자들이 강제로 북한으로 끌려간 것이라는 것을 간접적으로나마 증명할 수 있었다. 그리고 전후세대인 대학생들을 대상으로 6•25전쟁 납북자 문제의 실체와 그 해결방안에 대한 설문조사를 실시하였다. 왜냐하면, 대학생들은 앞으로 우리나라를 이끌 주역이며, 통일한국을 위하여 약 10만여명으로 추정되는 납북자 문제에 대한 인식이 중요하기 때문이다. 대학생들의 납북자 문제 해결방안에 대한 설문조사 결과, ‘햇볕정책’보다는 ‘국제사회 요청’과 ‘대북 강경 자세’가 2배 정도 높은 것으로 나타나 유가족들에 대한 설문조사결과와 유사하게 나타났다. 결론적으로 납북자 문제는 북한의 무대응으로 인하여 별다른 진척을 보이지는 않지만, 이 문제는 개인의 인권문제인 동시에 인도주의적인 문제이다. 정부는 납북자 문제를 인도주의적인 접근방법에 의해 해결할 수 있는 방안을 마련해야 한다고 생각한다.

영어초록

11 pieces of list of the kidnaped in the Korean War have been discovered lately with the effort from the government and the Kidnaped Family Association. These documents differ each in the dates of publication, the purposes, the research items. And the authors each are found to be different: some of them are written by the government, some by the private organizations, and some by the Red Cross. Due to the difficulty in acquiring the primary materials, no study has been performed yet to find the relation between each of the documents, the writing background, and some detailed facts of the research items. The author, however, managed to obtain all the relevant material with the help of the Kidnaped Family Association. The study has examined in detail the 11 pieces of document to analyze the contents, the writing background. And it has been proven, though indirectly, that the kidnaped were taken forcibly to North Korea against their will. The study has also conducted a questionary of asking the college students about their perception of the kidnaped people and its solution. This is because the college students will be responsible to lead the nation in the future and their perception of the some 100,000 kidnaped people will affect greatly the future of the united Korea. The result of the questionary shows that the government should put two times more emphasis on the international cooperation and a hard line policy to North Korea than on the sunshine policy. The same result has been confirmed already from the kidnaped families. And it has been found also that the students has a positive idea of the security education in colleges and that they can have their own evaluation of the government policy and of the solution of the kidnaped people's problem. All this can make us believe that they will surely see the bright future of the country. In conclusion, as the problem of the kidnaped do not seem to make big progress with no answer from North Korea at the moment, it should be kept in mind that the kidnaped should be considered a problem of both human right and humanism. The government should find a way to solve the problem from the humanistic perspective.
