초록

1523년 루터가 출판했던 “세속정부에 대하여, 어느 정도까지 복종해야하는가”(Von weltlicher Obrigkeit, wie weit man ihr Gehorsam schuldig sei)라는 논문에 의하면, 하나님께서 상호 분리된 영적 정부와 세속 정부를통하여 교회와 세계를 구별된 방식으로 통치하신다. 하나님의 창조질서에속한 통치공간으로서의 세상은 복음으로 통치되지 않기 때문에, 영적 정부는 세속정부의 정치적 사안에 간섭할 수 없다. 그는 결코 온 인류가 그리스도인이 될 수 없기 때문에, 이 세계를 통치하는 세속 정부가 존재해야 한다고 역설한다. ‘두 왕국론’이라고 정의된 이와 같은 루터의 신학적 견해는그의 칭의론적 통찰, 즉 율법과 복음의 관계에 근거하여 고찰되어야 한다.
그는 의인으로서의 인간은 복음에 의하여 통치되지만, 죄인으로서의 인간은율법에 의하여 통치된다는 전제에 근거하여 세속 정부와 영적 정부의 관계를 해명하고 있기 때문이다. 이와 관련하여 그리스도인은 세속 정부 안에서이웃사랑의 계명을 실천해야 한다.
루터는 세속 정부의 임의적 통치, 즉 제후들이 세속 정부의 통치권력을오용하는 행위에 대하여 격렬하게 비판하면서, 그들에게 하나님의 뜻에 순종할 것을 권면했다. 부연하자면, 세속 정부가 인간의 내면적 영역을 하나님의 말씀을 통하여 통치하는 영적 정부를 통제하고자 한다면, 세속 정부는 하나님으로부터 위임받은 과제를 이행하는 않는 것이다. 이와 같은 관점에서 바라볼 때, 루터의 두 왕국론은 종교 혹은 도덕으로부터의 정치권력의해방을 촉구하는 근대적 의미의 정치이론이 아니라, 오히려 국가권력에 의한 교회장악 시도에 대한 저항이론이라고 간주될 수 있을 것이다.

영어초록

Temporal Authority, To What Extent It Should Be Obeyed (1523), Luther clearly distinguishes between the two kingdoms or the two governments. Because there are two kingdoms, the kingdom of God to which all believers in Christ belong and the kingdom of this world to which all others (that is, nonbelievers) belong. God rules the world in a twofold way, at least insofar as his rule is visible to the eyes of faith. But the ruling that is visible does not exhaust God’s lordship. In this context, God has established two governments, the spiritual and the secular. This secular government serves to preserve external secular righteousness. The spiritual government helps men to achieve true Christian righteousness and eternal life; it thus serves the redemption of the world. The relationship between the two governments is thus the relationship between the law and the gospel. It corresponds to the division of mankind into Christians and non-Christians. But Luther illustrates the unity of the Christian’s attitude and activity in the two realms in relationship to the gospel’s commandment of love as a service of our neighbor in love. The Chrtistians are binding on the Christian not in terms of what he does in his office as a secular person but only in his personal relationship to his neighbor.
Luther never abandons the secular government to arbitrary rule; rather, he constantly struggles against the self-glorification of the princes and their misuse of the secular government. He clearly admonishes the consciences of politicians to conform to the will of God. Luther cirticized that bishops had become princes and the secular lords interfered in the spiritual realm, because he tried to defend the church province against the secular authorities in the realm of faith and of conscience. This doesn’t mean the emancipation of political governments from religion or any moral concern. In this sense, Luther’s two kingdom doctrine can be defined as resistence theory against the princes, who tried to interfere in the spritual relam.
