고국원왕대 ‘平壤東黃城’의 위치와移居 기록의 성격 (The Location of ‘Pyeongyang Donghwang Fortress’ during the Reign of King Gogugwon and Character of the Records of Migration to the Fortress)

초록

427년 고구려는 평양으로 천도를 단행하였다. 이후 평양 지역은 고구려가 멸망할 때까지 왕도로 기능하였다. 그런데 천도 이전부터 이미 고구려왕이 평양 지역을 국정 중심지로 삼았음을 시사하는 기록이 있어 연구자들의 주목을 받은 바 있다. 『삼국사기』 고국원왕 13년조(343)에 따르면 고국원왕이 “平壤東黃城으로 移居하였다”고 한다. 이에 적지 않은 학자들이 고국원왕이 이거하였다고 하는 ‘평양동황성’의 위치를 규명하고자 연구를 진행하였다.
『삼국사기』 기록에는 ‘평양동황성’이 “지금의 서경 동쪽 목멱산 중에 있다”는 설명이 부가되어 있다. 이는 『삼국사기』가 편찬되었던 고려 시대에 덧붙여진 정보로서, ‘평양동황성’의 위치를 추정하기 위한 중요한 단서이다. 조선 시대 제작된 지리서와 고지도들에는 실제로 평양의 동쪽에 위치한 의암동 일대에 목멱산이라는 지명과 ‘황성’이라는 유적의 존재를 확인할 수 있다. 일제시기에 진행된 조사에 따르면 의암동 일대에는 실제로 토성 유적이 존재하였다. 최근 새로 발굴된 자료인 『朝鮮城址實測圖』에는 의암동 토성의 실측 도면이 실려 있어 그 규모와 형태를 파악할 수 있다.
여러 정황으로 보아 의암동 토성 유적이야말로 ‘평양동황성’, 즉 ‘평양 동쪽에 있는 황성’의 실체라고 판단된다. 다만 이 성은 규모가 매우 작고 입지상으로도 왕성으로 인정하기 어렵다. 낙랑군이 존속하던 시절 하부 행정 단위의 시설이거나 대동강의 渡江 위치에 설치된 거점 방어 시설로 이해하는 것이 타당해 보인다. 고국원왕이 이곳으로 이거하였다는 『삼국사기』 기록이 과연 고구려 당대의 것이 맞는지도 그 사실성을 신뢰하기 어렵다. 『삼국사기』 편찬 당시 여러 자료를 취합하는 과정에서 의암동 토성과 관련해 평양 현지에서 떠돌던 부정확한 전승이 채록되어 삽입되었을 가능성이 높다고 여겨진다.

영어초록

King Jangsu of Goguryeo transferred the capital to Pyeongyang in 427. Later, the Pyeongyang area acted as the king’s city until Goguryeo collapsed. But there is a record that suggests that kings of Goguryeo took this place as the center of state affairs even before the reign of King Jangsu, staying in the Pyeongyang area, which drew researchers’ attention. It is the record in Year 13 of the reign of King Gogugwon in The Chronicles of the Three States (Samguk Sagi). According to the record, King Gogugwon “migrated to Pyeongyang Donghwang Fortress” in 343. Thus, many researchers have investigated and researched the location of ‘Pyeongyang Donghwang Fortress’ to which King Gogugwon migrated.
And yet, in the record of The Chronicles of the Three States, there is a description that ‘Pyeongyang Donghwang Fortress’ is “in Mt. Mongmyeok-san, east of Seogyeong of today.” This is the information added during the Goryeo Dynasty period when The Chronicles of the Three States were compiled, which is an important clue for the estimation of the location of ‘Pyeongyang Donghwang Fortress.’ In Geographic books and old maps produced during the Joseon Dynasty period, it can be found that there was a place name of Mt. Mongmyeok-san, and there was a relic named ‘Hwang-seong’ in the area of Euiam-dong located east of Pyeongyang. In the area of Euiam-dong, there was a relic of a fortress, which was verified in a survey during the Japanese occupation. Especially, in the newly excavated material during the Japanese occupation, Joseon Seongji Silcheukdo, there are the surveyed drawings of Euiam-dong Fortress, which help understand its size and shape.
From various situations, the relic of Euiam-dong Fortress is judged to be the substance of ‘Pyeongyang Donghwang Fortress’, that is, ‘Hwang-seong located east of Pyeongyang.’ And yet, this fortress is very small, and it is hard to accept it as a king’s fortress. It is reasonable to understand it as a facility of the subordinate administrative unit when there was Nangnang-gun or a facility for strongpoint defense installed in the place for crossing the Daedong-gang River. It is difficult to trust the record that King Gogugwon moved here is that of the Goguryeo period. It is judged to be reasonable to understand it as a record inaccurately passed down related to the relic of Euiam-dong Fortress inserted in the process of collecting various materials during the Goryeo Dynasty period when The Chronicles of the Three States were compiled.
