분단국 TV 화면통일의 정치학:동서독 미디어 정책 패러다임 변동을 중심으로 (A Study on Politics over the Unification of TV Screens in a Divided Country:Focusing on Changes in Media Policy Paradigm)

초록

본 연구는 분단국이었던 동서독의 미디어 정책 패러다임이 동서독간의 TV 화면 통일을 어떻게 이끌어냈고, 그러한 패러다임의 변화가 동서독 시민들의 미디어 접근 양태에는 어떠한 영향을 미쳤으며, 종국에는 정치적인 통일에 얼마나 기여했는지를 분석하는 것이다.
먼저, 상대방인 동독에 비해 정치·경제·문화적 측면에서 크게 앞서있던 서독의 TV 방송 정책을 둘러싼 독특한 패러다임에 주목했다. 서독정부는 언론 선진국들과 후진국들이 채택하고 있는 국영이나 민영 방송 체제와는 달리 철저한 법제화에 의한 공영적 방송 시스템을 유지했다. 서독 정부의 공영적 방송 시스템 체제란 방송보도의 사실성, 중립성, 형평성을 제도적으로 강제하는 내용이 핵심이었다. 이러한 공영적 잣대는 서독 내부 문제의 보도 뿐 만아니라 분단의 상대방인 동독에 대한 보도에 대해서도 엄격하게 적용되었다.
서독정부의 공영적 특성을 가진 미디어 정책으로 동서독 시민들은 영토의 장벽을 넘어 자연스럽게 양국의 TV방송 보도를 비교할 수 있었고, 그 과정에서 서독 TV방송이 시청자들에게 접근성과 신뢰성의 측면에서 우위를 점할 수 있었으며, 이는 양국 TV의 화면통일로 귀결된 사실적 관계를 확인할 수 있었다.
무엇보다 서독정부의 방송정책은 TV 화면이 국가권력이나 자본가에 의해 통제되거나 영향을 받지 않도록 하기 위해 사회공공(public)을 방송규제자로 작동하게 만드는, 즉 업그레이드 된 방송 거버넌스(governance)의 패러다임을 일관되게 추구했다. 일종의 공영방송의 책무성(accountability)으로 정의할 수 있겠는데, 이러한 미디어 정책 패러다임은 동독으로 하여금 경쟁 욕구를 불러일으켰고, 방송 분야에서는 서독 TV 방송과 프로그램 경쟁에 까지 나서게 만든 요인으로 작용하게 된다. 동독은 동서독 시청자들이 동독의 TV 화면에서 떠나지 않도록 하기 위해 당초 정치 선전매체로서의 정치색을 탈색하고 설득 효율성을 제고하기 위한 방편으로 프로그램 연성화를 시도하는 등 체제 경쟁에 까지 나서게 된다. 이 과정에서 동독 TV방송은 동독 시민들조차 서독 TV에 빼앗기게 되고, 결국 정치적 통일의 전단계로 인식되는 TV 화면통일을 이루게 된다.
분단 70년 동안 남북한 사이에도 방송 교류를 위한 방송인들의 왕래, TV 합동 중계와 같은 시도가 있어왔다. 그러나 대결구도에서 벗어나지 못한 현실에서 동서독간 TV 화면통일은 먼 미래의 이야기일 수도 있겠으나 동서독 TV의 화면통일 역시 험난하고 더딘 과정을 거쳐 완성된 점을 인식할 필요가 있다. 서독정부의 TV방송 정책이 추구한 정책 패러다임은 공영방송 체제인 우리의 방송 정책에도 시사하는 바가 적지 않다.

영어초록

This study was conducted to look for the influence of Media policy paradigm on unification of germany. The change of East and West Germany’s media policy paradigm drew unification of TV broadcasting in entire Germany. This change influenced aspects of approach on media for citizens in east and west germany, and ultimately led to political unification . We particularly noticed on the control paradigm which west Germany adopted for TV broadcasting policy. This seemed to be effective in such circumstance, as the west was advanced compared to east in many era such as political, economical, and cultural aspects.
Government of west germany maintained thorough public broadcasting system through legislation rather than national or private broadcasting system which were adopted by other developed and underdeveloped countries. It focused on truth, impartiality, and equity by forcing it institutionally. This public standard was strictly applied in every broadcast, including not only reports for incidents in the west, but also reports about the east, which was its counterpart.
This public characteristic made citizens in entire Germany could compare TV broadcasting between the west and the east over the demarcation. Broadcasts from the west could take advantage on their accessibility and reliability, and this could be confirmed as TV broadcasting was unified to the west.
The most remarkable feature is that the west pursued the upgraded paradigm of broadcasting governance, by activating the public as specifier to its broadcasts, and prevented government power or capital from controlling broadcasts. This would be described as accountability of public broadcasting, and this policy made the east desire to compete with the west, and induced the east to compete with the west in broadcasting era. The east excluded political color in their broadcasts to drag viewers throughout the Germany, and even tried to soften its programs to enhance the effectiveness of persuasion. Thus the broadcasting system lead to system competition between the west and the east, and ultimately broadcasts of the west absorbed viewers of the east. Ultimately, this led to unification of TV broadcasting in Germany, which is considered as former phase of political unification.
In Korea, there have been attempts to unify TV broadcastings such as broadcasters visiting each other for interchange broadcasting, joint transmissions, etc. It might be seen as very long future as our nation and the north currently have confrontation, but it was also such a tiresome journey to unify TV broadcastings between the west and the east Germany. The media policy paradigm adopted in the west is suggestive to our policy, as its public broadcasting system is similar to ours. Also, we should think about the media policy paradigm adopted in the west Germany. Their criteria based on truth imply a lot in our broadcasts. When we report about the north, we often edit broadcasting data with our intention. This situation should be improved in aspects of media ethics.
