영조대 호론 산림의 정치적 동향 (The Political Activities of Horon Sanrim in the King Yeongjo’s Reign)

초록

탕평정치기 산림 세력에 관하여서는 붕당 간 갈등의 화근으로 인식되어 국왕으로부터강한 견제를 받았으며 그들 스스로의 문제의식 또한 현실로부터 유리되어가면서, 결국 정치적 영향력이 줄어들었다고 이해된다. 그러나 이는 산림에 대한 거시적 이해에는 부합하지만 탕평정국기 산림의 구체적인 동향을 세밀하게 검토한 결과 도출된 견해는 아니었다.
이 논문에서는 당시 가장 배타적인 의리론을 주장하였다고 이해되는 노론 호론 계열을 연구 대상으로 삼아, 영조 전반 노론 의리의 관철 문제와 영조 후반 임오화변 문제를 중심으로 호론 산림의 동향을 파악하였다.
영조 전반기에는 탕평의 전개에 따라 노론 ‘신임의리’의 인정 여부가 정국에서 주요 논제가 되었다. 노론 준론은 ‘신임의리’의 완전한 인정과 더불어 소론에 대한 철저한 징토를주장하였다. 이러한 강경한 주장의 적임자로 인식되었던 이들이 바로 호론 산림이었다. 이들은 이미 숙종대부터 노론 학통을 수호하기 위한 활동을 전개하여 왔다. 또한 올바름과그름의 차이를 강조하였던 호론의 철학적 입장은 반대파인 소론에 대한 공격을 용이하게해주었다.
호론 산림들은 공통적으로 노론 의리의 정당성을 완전하게 인정하고 소론에 대한 철저하게 징토할 것을 주장하였다. 애초 영조는 산림을 우대하였으나, 이들의 주장이 지나치게정치 현안과 연결되어 있었던 점에 대해서 의구심을 품게 되었다. 결국 영조는 산림을 붕당 간 갈등의 근원으로 파악하는 비판적 인식을 키우게 되었다.
영조대 후반에 접어들면서 노론은 여러 세력으로 분화하였고, 사도세자에 대한 태도를두고 입장을 달리하게 되었다. 일반적 설명에서 호론 산림은 노론 남당과 연계되어 세자에대한 비판적 인식을 가졌다고 이해된다. 이러한 분석은 호론과 대립한 낙론 계열이 세자에대한 온건한 태도를 가진 것과 구별되었다. 그러나 구체적인 활동을 살펴보면, 호론 내부에서도 정치론의 분화가 확인된다.
이 시기 호론을 대표하는 산림 윤봉구는 호론 일반적 동향과는 달리 세자에 대해 우호적인 태도를 가지고 있었으며, 임오화변 이후에는 원손을 영조가 직접 보호해야 한다고 주장하였다. 그는 철학적으로 낙론 계열에 속하였던 다른 산림 송명흠과 정치적 입장을 같이하였다. 이 시기 노론 정치세력이 다양하게 분화하는 가운데, 호론의 정치론 또한 정국 현안을 두고 다양하게 분화하였던 상황을 확인할 수 있다. 호론 일반과 달랐던 산림 윤봉구의 입장은 이를 잘 보여준다.

영어초록

It is understood that the Sanrim(山林) under the Tangpyeong Politics were perceived as a source of conflict between the factions(朋黨) and were heavily criticized by the king, and that their own perception of their ages became more detached from reality, which ultimately reduced their political influence. However, while this explanation is in line with the broad understanding of politics of Joseon, it is not a view derived from a detailed examination of the specific activities of Sanrim during the Tangpyong Politics. This paper focuses on the political activities of Noron Horon Sanrim, which is understood to have advocated the most exclusive theory of righteousness at the time, focusing on the issue of the recognition of Noron’s loyalty in the first half of the King Yeongjo’s reign and the issue of Crown Prince Sado’s death in the second half of the reign.
In the first half of the reign, the recognition of the Noron’s loyalty became a major topic of debate in the political arena as the King Yeongjo’s Tangpyeong politics began. The hardliners of Noron insisted on the full recognition of their loyalty and a thorough punishment of Soron. The Sanrim schlolars of Horon were perceived as the right people to make such a strong claim. They had already been active in the defense of the Noron school since the King Sukjong’s reign, and their philosophical stance, which emphasized the difference between right and wrong, facilitated their attacks on their opponents, Soron.
The Horon Sanrim scholars united to fully recognize the loyalty of the Noron and advocated for a thorough punishment of Soron. Initially, the King Yeongjo favored Sanrim scholars, but grew suspicious that their claims were too tied to political issues. Eventually, he developed a critical awareness of the Sanrim as a source of conflict between factions.
By the late Yeongjo’s reign, Noron had fragmented into several factions, which differed in their attitudes toward the Crown Prince Sado. In a common explanation, the Horon Sanrim is understood to have been aligned with the Noron Namdang(南 黨) and to have been critical of the crown prince. This explanation distinguishes the Rakron line, which was in opposition to Horon, as having a more moderate attitude toward the crown prince. However, the position of the Horon Sanrim was not necessarily tilted against the heir to the throne and political theories were also differentiated within Horon.
Yoon Bong-gu, who represented the Horon during this period, had a favorable attitude towards the crown prince, contrary to the general trend of the Horon, and argued that the royal grandson should be protected by the Yeongjo himself after the death of the Crown Prince Sado. Yoon was politically aligned with another Sanrim, Song Myeong-hum, who was philosophically affiliated with the Rakron school.
While the political attitudes of Noron were diversified during this period, Horon's political theories were also diversified over political issues. The position of Yoon Bong-gu, a Sanrim of Horon, who differed from the general Horon, is a good example of this.
