초록

한반도 신경제구상의 3대 경제벨트 구축을 가능케 하는 전략사업을 남북이함께 추진하기 위해서는 남북간 국토개발 분야 벨트별 개발여건을 분석하고 전략사업 도출을 위한 주요 고려 요인들을 면밀히 파악할 필요가 있다. 본 연구는 한반도 신경제구상의 3대 경제벨트 구축을 위한 개발여건과 전문가 AHP 조사를 통한 남북 전략사업 선정요인의 중요도를 파악한 뒤 각 벨트별 추진전략을 도출하는데 목적을 두고 있다. 이를 위해 본 연구는 먼저 경제벨트의 개념과 적용사례 검토를 통해 경제벨트와 경제회랑간의 관계를 규명하였으며 남북간의 현실을 감안하여 Stephanie Petrella(2018)이 제시한 경제회랑의 3대 요소인교통인프라, 산업생산지 및 도시를 중심으로 각 벨트별 개발여건을 분석하였다.
또한 AHP 기법을 활용하여 3대 경제벨트를 구축하기 위한 전략산업의 선정요인의 상대적 중요도를 평가하였다.
벨트별 개발여건과 AHP 분석결과를 바탕으로 본 연구는 3대 경제벨트의 구축전략을 다음과 같이 제시하였다. 동해안 경제벨트의 구축전략은 남북동해안 연계관광산업 협력벨트 조성, 환동해 물류협력을 선도하기 위한 육⋅해상 물류거점 개발, 자원기반의 남북 산업생산네트워크의 구축이다. 서해안 경제벨트의 구축전략은 남북간 육상교통연계성 확보를 통한 교통회랑의 형성, 남북 공동번영을 위한산업협력지대의 조성이다. 남북 접경지역 벨트의 구축전략은 남북 접경지역 국토보전 및 관리 분야 남북협력 추진, 남북신뢰 기반의 새로운 협력모델의 발굴이다.

To ensure successful implementation of the three economic belts for the Korean Peninsula New Economic Initiative and promote inter-Korean cooperation on such strategic projects, it is essential to identify the development conditions for the establishment of the three economic belts and relevant key factors to draw up plans for inter-Korean strategic projects for each belt. The purpose of this study is to identify the importance of factors that determine the inter-Korean strategic projects by reviewing the development conditions and AHP expert survey results, and develop implementation strategies for each belt. To this end, this study first identified the relationship between the economic belt and economic corridor by examining the concept of economic belt and its applications, and while taking into account the reality between the two Koreas, analyzed the development conditions for each belt from a perspective of transport infrastructure, industrial area and city, which are three major elements of the economic corridor presented by Stephanie Petrella (2018). In addition, by utilizing AHP, this study also assessed the relative importance of the factors that determine a strategic industry for the establishment of the three major economic belts.
Based on the development conditions and AHP analysis results of each belt, this study identified the following strategies for the establishment of the three major economic belts: First, the East Sea coast economic belt deployment strategy includes the establishment of a joint coastal cooperation belt for tourism along the East Sea coast between the two Koreas, development of a land and sea logistics hub for the East-Sea rim logistics cooperation, and creation of a resource-oriented industrial production network. The strategy for establishing the West Sea coast economic belt is to form a transportation corridor by securing land transportation access between the two Koreas and to create an industrial cooperation zone for the co-prosperity of the two Koreas. Lastly, the strategy for establishing belts in the inter-Korean border area is to push for inter-Korean cooperation in the field of conservation and management of the land near the inter-Korean border and the development of a new cooperation model based on inter-Korean trust.
