남북관계 관련 국회 논의 과정 연구 : 제16대·17대와 제18대·19대 국회 본회의를 중심으로 (A Study on the National Assembly Discussion Process Related to Inter-Korean Relations: Focusing on the 16th/17th and 18th/19th National Assembly Plenary Sessions)

초록

본 연구에서는 진보 행정부 10년과 보수 행정부 약 10년 동안 남북관계 변화를 위한 16대·17대 국회와 18대·19대 국회의 주요 기능과 특징을 검토하고 비교하였다.
주요 특징은 다음과 같다. 첫째, 16대·17대·18대·19대 국회 임기 동안 북핵 및 북한의 무력도발에 대해서는 강경한 입장표명의 유사점이다. 16대 국회부터 19대 국회 임기 동안 발생한 남북 갈등과 사고에 대해서는 진보 및 보수 정부와 국회 정당과 상관없이 북한에게 강경한 메시지를 전달하였다.
둘째, 남북 간 사고 및 갈등 속에서 대정부 질문과 남북 관계 접근의 차이점이다. 16대·17대 국회 임기 동안 남북관계 발전을 위한 노력도 있었지만 북한의 핵실험과 제2연평해전 등으로 인한 남북 간 경색 및 사상자가 발생했다. 18대·19대 국회 임기 동안 개성공단을 통한 남북 경제협력을 진행하면서도 금강산관광객 피격, 천안함 피격, 연평도 포격 등과 같은 다양한 사건과 사고로 인하여 남북 간 경색 및 사상자가 발생했다. 이 과정에서 16대·17대 국회는 대정부질문, 동의안, 결의안, 특위구성을 통해 정부의 남북 간 대화와 소통을 지지한 반면, 18대·19대 국회에서는 정부의 정책추진과 동일한 방향으로 대정부질문과 결의안 그리고 특위를 구성했으며, 정부의 남북 간 대화와 소통 지지보다는 북한의 주요 도발에 대한 강경한 입장을 표명했다. 이 같은 국회의 차이점이 나타나게 된 배경에는 17대 국회를 제외하고 16대, 18대, 19대 국회 모두 보수성향의 한나라당이 절대다수를 차지했기 때문이다.
셋째, 법률안 제정 및 일부개정의 변화이다. 16대·17대 국회 임기 동안 남북관계 발전을 위한 법률이 다수 제정되고 일부개정된 반면, 18대·19대 국회 임기 동안에는 남한 내 통일환경을 조성하기 위한 법령이 다수 제정되고 일부개정되었다. 이 같은 법률안 제정 및 일부개정 차이는 남북관계 소통 지속 또는 단절 과정에서 나타났다.

This study selected the 16th and 17th National Assembly during the progressive regime (Kim Dae-jung and Roh Moo-hyun) in the 2000s and the 18th and 19th National Assembly during the conservative government (Lee Myung-bak and Park Geun-hye) in the 2010s to review and compare major discussions in the plenary session of the National Assembly related to inter-Korean relations.
The main features are: First, there is a similarity in expressing a strong stance on North Korea's nuclear weapons and armed provocations during the tenure of the 16th and 17th and 18th as well as 19th National Assembly. Regarding inter-Korean conflicts and accidents that occurred during the tenure of the 16th through 19th National Assembly, a hard-line message was delivered to North Korea regardless of progressive or conservative governments or political parties in the National Assembly.
Second, it is a difference perspective for resolving government questions and inter-Korean relations in the midst of accidents and conflicts between the two Koreas. During the tenure of the 16th and 17th National Assembly, there were efforts to develop inter-Korean relations, but there was a strain and casualties between the two Koreas due to North Korea's nuclear test and the second Yeonpyeong Naval Battle. During the tenure of the 18th and 19th National Assembly, inter-Korean economic cooperation through the Kaesong Industrial Complex was carried out, but various incidents and accidents, such as the attack on a tourist at Mt. In this process, the 16th and 17th National Assembly supported inter-Korean dialogue and communication through government inquiries, motions, resolutions, and the formation of special committees, while the 18th and 19th National Assembly held government inquiries in the same direction as the government's policy promotion. and resolutions, and a special committee were formed, and expressed a tough stance on North Korea's major provocations rather than the government's support for inter-Korean dialogue and communication. The background of such differences in the National Assembly is that the conservative Grand National Party (GNP) took an absolute majority in all the 16th, 18th, and 19th National Assembly except for the 17th National Assembly.
Third, there is a change in enactment of the bill and partial revision. During the tenure of the 16th and 17th National Assembly, a number of laws for the development of inter-Korean relations were enacted and partially revised, while during the tenure of the 18th and 19th National Assembly, a number of laws and regulations were enacted and partially revised to create a unified environment in South Korea. Differences in the enactment and partial revision of these laws appeared in the process of continuing or cutting off communication in inter-Korean relations.
