초록

This article focuses on the change and execution of the CCP’s new underground party work policy which was adopted in late 1948. As the possibility of taking over the large cities became more and more bigger, the CCP had began to concentrate on preparing for the imminent urban takeover and placed it as the new priority of the underground party work. As proven from the Beiping’s underground work case, the CCP’s underground party organization had quite succeeded in the task. They had launched the ‘protect factory/school struggle’ from the late 1948, and were able to protect the major economic and cultural assets of the city before the PLA marched in. Owing to the assets protected and the information acquired by the underground party organization, the CCP’s authorities of Beiping, which were to head the actual takeover policy after February 1949, had succeeded in fulfilling its’ task in a relatively short period. However, although the underground party organization had contributed much to this end, the CCP’s leadership could not put full faith in them because of the negative images and conceptions they had attached to the city itself. Since the underground party members had worked in such a ‘corrupted’ environment, they were believed to be in need of ‘enlightenment’.
