초록

북한은 2021년 1월 제8차 노동당대회를 개최하고 노동당 규약을 개정하였다. 개정된 당규약에는 40여 년간 당규약에 명시되었던 ‘민족해방민주주의혁명’이라는 단어가 삭제되었다. 이를 두고 북한이 대남혁명전략, 즉 공산화 혁명의 목표를 포기한 것이 아니냐는 논란이 있다. 한국에 대한 공산혁명 목표 달성은 현재 한국 헌정체제의 소멸을 뜻한다. 그러므로 북한의 대남혁명전략의 변화 여부를 따 져보는 것은 매우 중요한 일이다. 본 연구에서는 북한의 대남혁명전략 변화 가능성을 파악하기 위해 김일성 교시, 노동당 규약 및 핵심적인 공산주의 혁명이론을 분석하였다. 위 세 가지는 북한체제와 인민들에게 지상명령(至上命令)의 위상을 지니고 있으므로 연구 바탕 자료로서 신뢰성이 높다.
공산주의 국가인 북한이 남한에 대한 공산화 목표를 포기한다는 것은 체제존립 및 정통성 문제와 직결된다. 노동당 규약에서 ‘민족해방민주주의혁명’이라는 단어가 삭제되었지만, 같은 뜻의 북한식 표현인 ‘자주적이고 민주주의적인 발전’으로 대체하였기 때문에 전략의 변화는 없다. 이는 북한의 ‘정치사전’과 여타 문헌을 통해 확인할 수 있었다.
개정된 노동당 규약에서 주목해야 할 점은 “강력한 국방력으로....통일을 앞당기고”라는 문구를 새롭게 추가한 것이다. ‘강력한 국방력’에는 북한이 대남 비대칭 전력으로 개발 중인 핵무기가 포함되었을 것이다. 그 국방력을 통일전략, 즉 대남혁명전략에 활용하겠다고 선언한 것으로 생각된다. 이것 은 대남혁명전략에 있어 중대한 변화요 우리에게는 심각한 안보위협 상황이다. 지난 4월 5일 북한의 대남사업 담당 책임자 김여정이 한국에 대해 핵무기를 사용할 수 있다고 공개적으로 협박하였다. 북 한은 현재 세계적으로 고립되고 경제난에 봉착해 있는 상황이다. 북한이 체제생존과 노동당의 최종 목적인 ‘전국적 범위의 공산주의 사회 건설’을 위해 핵무기를 직·간접적으로 활용하려 하는 것은 어쩌면 자연스러운 수순이다. 핵무기를 활용한다면, 소위 ‘한국에서 미제국주의를 몰아내고’(민족해방), ‘남한체제 전복 및 인민민주주의정부를 수립’(민주주의혁명)하는 목적 달성에 새로운 동력을 얻게 될 수도 있다. 지금은 북한의 대남혁명전략에 새로운 국면이 전개되고 있는 것으로 보아야 한다. 북한 의 대남전략 의도와 향후 추이에 대해 우리 학계와 당국의 각별한 관심과 대비가 필요한 시점이다.

영어초록

In January 2021, North Korea held the Eighth Congress of the Labor Party and revised the Rules of the Labor Party. The phrase “National Liberation and Democratic Revolution” that had been specified for over 40 years was deleted from the revised Rules. This revision has sparked a debate about whether North Korea has abandoned its revolutionary strategy toward South Korea and its ultimate goal of the communist revolution. Achieving the goal of the communist revolution in South Korea entails abolishing the country’s current constitutional system. Thus, it is crucial to examine whether North Korea's revolutionary strategy toward South Korea has changed in any way. This study analyzed Kim Il-sung’s teachings, the Rules of the Labor Party, and the core communist revolution theories to understand the possibility of a shift in North Korea's revolutionary strategy toward South Korea. Due to the fact that these three elements command the highest status within the North Korean regime and its citizens, they are regarded as highly reliable basic research materials. Communist North Korea’s abandonment of its goal of a communist revolution in South Korea is inextricably linked to the regime’s survival and legitimacy. Although the phrase “National Liberation and Democratic Revolution” was deleted from the Rules of the Labor Party, there has been no change in strategy because it has been merely substituted with “independent and democratic development,” a North Korean rephrase carrying the same meaning. This view has been affirmed through the “Dictionary of Politics” and other literature in North Korea. The revised Rules of the Labor Party require attention due to the addition of a new phrase noting that “With strong national defense power… to advance unification.” “Strong national defense power” could include nuclear weapons under development as an asymmetric military power against South Korea. This phrase is interpreted as a declaration by North Korea that it would employ this national defense power to pursue a unification strategy or revolutionary strategy toward South Korea. This is a significant change in the revolutionary strategy toward South Korea and poses a serious security threat to us. On April 5, Kim Yeo-jung, the North Korean official in charge of the country’s relations with South Korea, threatened to use nuclear weapons against the country. North Korea’s isolation from the world and economic hardships make it natural for the regime to strive to use nuclear weapons directly or indirectly to ensure its survival and the Labor Party‘s ultimate goal of “building a nationwide communist society.” The threat of using nuclear weapons would serve as a driving force for achieving the goals of the so-called “expulsion of American imperialism from South Korea” (National Liberation) and “an overthrow of the South Korean system and the establishment of a people’s democratic government” (Democratic Revolution). Thus, the current phase of North Korea's revolutionary strategy toward South Korea should be viewed as a new phase. Both academia and the government in South Korea urgently require special attention and preparedness for the intentions and future developments of North Korea's revolutionary strategy toward South Korea.
