초록

북한의 정치체제는 당·국가체제로 당이 영도하는 정치체제이다. 당·국가체체란 오직 하나의 당을 근간으로 하는 지배체제로 유일당은 하나의 체제로서 당인 동시에 중복된 국가로서의 성격을 지닌 단일주의체제를 말한다. 북한에서는 정권 수립된 이후 20년간 지속되던 당 우위의 정치가 이루어졌다. 그러나 정치권력이 수령이라는 한 개인의 수중에 들어가자, 당위에 개인이 존재하였다. 1970년 초반부터 김일성의 유일지배 하에 국가기구인 주석이 당을 영도하는 주석제라는 정치체제가 유지되었다. 김정일시대에는 선군정치가 핵심적인 통치방식이 되면서, 국방위원장 중심제가 북한의 정치체제였다. 북한의 정치체제는 최고지도자가 어디에 정치권력의 방점을 찍느냐로 변화되었다. 이 과정에서 후계자에게 권력을 이어가도록 하는 것이 최대의 목표가 되었다. 북한은 김일성-김정일-김정은으로 이어지는 정치권력의 승계과정이 용이하도록 정치권력구조를 형성하여 왔다. 정치권력을 넘겨받은 김정은은 2016년 5월 36년 만에 당대회를 개최하여, 북한의 정치권력구조를 당·국가체제로 돌려놓았다. 당규약을 개정하여 새로운 직책이 만들어 지면서 김정은이 당위원장에 추대되었다. 5년간의 정치제도화 과정을 통해 ‘김정은 유일영도체계’를 완성한 것이다. 현재 북한의 당중심의 정치는 수령결사옹위를 위한 김정은식 정치권력구조이다.

North Korea's political system is claiming that the party is headed by the party-state system. The party-state system refers to a single-state system based on only one party, a party-dominated state system, and a single-party system as a system that has both a party and a duplicate state. The politics of supremacy that lasted for 20 years since the establishment of the regime was achieved. However, when political power came into the hands of an individual, called the supreme leader, individuals existed on the party. Since the early 1970s, under the sole rule of Kim Il Sung, a political system was maintained, in which Juseog(the pillar of a state) system. In the Kim Jong Il era, as the Songun politics(Military-first Policy) became a key ruling method, the center of the National Defense Committee was the North Korean political system. North Korea's political system has changed where the supreme leader takes the point of political power. In this process, it was the greatest goal to keep the successor in power. North Korea has formed a political power structure to facilitate the succession process of political power leading to Kim Il Sung - Kim Jong Il - Kim Jong Un. Kim Jong Un, who succeed political power, held the 7th conference of the party for the first time 36 years. He turned the political power structure of North Korea into a party-state system. The revision of the party rule newly made the position of the Chairman of the party and he was inducted into the new position. Through the process of political institutionalization for five years, Kim Jong Eun completed the monolitic leading system. At present, the party-centered politics of the North Korea is the political power structure of ‘desperate protection the supreme leader’.
