초록

중국내 모든 정치권력의 원천이자 핵심이던 중국공산당이 변화를 보이고 있다. 제15전대에서는 덩샤오핑이론이 당장에 공식 삽입되고 사적 소유가 법적보장을 받게 되었는가 하면, 16전대에서는 장쩌민의 3대 대표론이 당의 지도이념으로 공식 명기했다. 중국공산당은 중국 인민과 중화민족의 선봉대로 선언함으로써 중국공산당의 성격변화를 명확히 했으며 자산계급의 입당을 허용하기도 했다. 전문화된 권력엘리트로 세대교체를 단행한 후진타오는 과학적 발전관과 함께 중국공산당의 집정능력에 대한 두 가지 방향을 제시했다. 하나는 당내민주의 확대이고 다른 하나는 중국공산당의 반부패정책과 감독체제에 대한 것이었다. 후진타오는 30년 경제개혁 개방으로 경제는 고도성장했으나 부의 편중으로 양극화가 심화되고 부패가 만연하여 이를 감독할 제도적 장치로서 정치개혁의 필요성을 인식했다. 그러나 중국공산당의 체질개선이나 역할변화는 어디까지나 공산당 일당지도체제의 제도적 개선 일뿐 공산당 권력독점의 약화를 의미하지 않는다. 앞으로 중국공산당은 탈 이데올로기화 추세를 보이면서도 이념적 요구를 전면 배재하지 않는 이중성을 보이게 될 것이며 개혁개방에서 오는 변혁을 최소화하고 당의 기본원칙을 고수하려 할 것이다. 중국지도부가 4항 기본원칙이 규정하는 민주집중제 아래서의 개선과 이를 통한 개혁의 효율성에 큰 비중을 두기 때문에 정치개혁 또한 서구식 민주주의의 도입이 아니라, 부패, 탈법, 갈등 등 민원해소를 위한 행정개혁의 의미가 클 것이며 언론자유도 관료층에 대한 견제나 고발의 자유의 의미로 봐야 한다. 따라서 중국공산당의 권력독점과 정치다원화 요소가 기형적으로 공존하는 과도기적 현상이 상당기간 중국정치를 지배할 것으로 보인다.
