초록

17차 당 대회는 ‘위대한 중화의 부흥’이라는 기치아래 중국의 자신감을 국제적으로 피력하면서 현존하는 중국 정치세력들의 권력 분점을 통한 새 지도부 구성 그리고 향후 중국 사회주의 발전의 정책 노선으로 과학적 발전관을 채택하고 막을 내렸다.
이번 당 대회는 개혁 개방 30년을 총결하고 새로운 중국 발전을 도모하는 이정표로서의 의미가 크다. 즉 발전제일 주의에서 개혁 개방을 통한 지속 가능한 발전을 주창하면서도 민생에 기초한 사회건설을 주창하였다. 또 사회 발전에 따른 인민들의 정치의식 제고를 고려한 민주의 추진 의지의 강조 및 조화로운 세계의 주창을 통한 중국 위협론 불식 노력 및 대만에 대한 평화 협정 체결 제의 등도 매우 커다란 의미를 지니고 있다.
전체적으로는 기존의 중국 발전 노선이 그대로 이어지고 있기는 하지만 그러나 이제부터 새로운 지도부에 의한 새로운 정책 노선이 집행되므로 정확하게 이번 당 대회의 행간을 읽기 위해 몇 가지 주의할 점이 있다.
우선 현 중국 정권의 최대 목표는 공산당 정권의 유지이다. 정권의 안정적 유지를 위한 정치적 정통성은 여전히 성장하는 경제력에 있다. 오히려 과학적 발전관은 중국의 경제적 불균형을 정치적으로 풀려는 시도가 될 수 있으며 이에 따라 각종 분야에서 중국 정부의 개입이 확대될 가능성이 크다. 둘째는 이번 인사 배치를 후진타오 현 총서기와 지앙저민(江澤民) 전 총서기, 쩡칭홍(曾慶紅)의 태자당 그룹간의 극렬한 권력 투쟁이나 지나친 계파 정치의 관점으로 보는 데는 한계가 존재한다. 중국에서 당 총서기는 절대 권력이다. 마지막으로는 중국은 분명히 발전적인 모습을 보이고 있지만 이번 대회 역시 엘리트 충원에 있어 기존의 밀실 정치를 그대로 답습한 아쉬움이 남는다. 이번 회의가 보여준 충원방식은 여전히 중국 정권의 부담으로 남게 될 것이다.

영어초록

The 17th National Convention of the Chinese Communist Party brought to a close with revealing internationally the confidence of the Chinese under the 'revival of great China', forming the new party leaders through the power-sharing of current China's political forces, and adopting a scientific perspective of development as a future policy line of the Chinese socialist development.
This convention is meaningful for providing a milestone in the promotion of new China's development after completing the 30 years of reformation and openness. That is, it advocated a social construction based on the stabilization of the people's livelihood as well as the evolving promotion of sustainable development out of the development-first policy through reformation and openness. In addition, it is highly credited not only for emphasizing the will of democratization based on the reconsideration of political consciousness of people but also for accomplishing the dilution of China's threat through the advocacy of a harmonious world and the suggestion of concluding a peace agreement over Taiwan.
Overall although the previous line of the Chinese development policy seems to persist, it requires some of important points to be indicated for reading the between the lines of the party convention which opened the room for implementing the new policy line through the new party leaders.
Firs of all, the highest priority of current Chinese government is to maintain the communist regime. Political legitimacy for the sound maintenance of regime depends still on the growing ability of economy. Considering this fact, the scientific perspective of development can be understood in the context of politically overcoming the economic inequality of the Chinese, which can intensify the extent and degree of government's intervention into all kinds of a sphere. Secondly, it is problematic to understand this personnel reshuffle as power struggle among rival groups between the Communist Party chief Hu Jintao, and the former Communist Party chief Jiang Zemin and Zeng Qinghong's Princeling group. In China, the power of the Communist Party chief is absolute. Finally, this convention falls still short of revealing the closed-door politics in employing politicians although China appears to present a progressive picture of politics. The method of supplementing the figures for the new Chinese leaders will remain to be a burden over current government of China.
