단정기, ‘스파이 정치’와 반공주의 - 학살의 전사 (The period of the foundation of the Republic of Korea, "Spy politics" and anti-communism - The origins of genocide)

초록

학살하면 한국전쟁을 떠올리기 쉽지만 문경석달사건처럼 학살은 전시가 아닌 평시에 이미 자행되었다. 미군이나 북한군도 아닌 국군이 한국전쟁이 발발하기도 전에 다수의 민간인을 대상으로 집단적인 국가폭력을 행사했다는 사실이 충격적이다. 이런 일이 어떻게 해서 가능했는가. 학살에는 살육을 강제하는 제도 및 관료체제의 수립, 명령을 수행하고 집행할 군과 경찰조직의 이념과 신념의 정립, 절멸 대상의 비인간화 과정이 개입한다. 하지만 ‘절멸 대상의 비인간화 과정’에 대한 연구가 여전히 미흡한 실정이다. 남북이 한 민족이며 한국전쟁 이전 국민 대다수가 사회주의를 부정하지 않았음에도 불구하고, 내전과 학살이 격화되고 동포임을 느끼지 못하게 되는 사회문화적 기제를 구명(究明)해야 한다. ‘절대악’의 창출과 그 인식의 전국민화 현상은 선전선동과 부정적 지식의 주입을 필연적으로 수반한다. 단정기처럼 신생국가의 출현과 남북 대치국면에서 ‘악의 징치’라는 규범성을 가장 잘 보여주는 선전물은 스파이물이다. 스파이물의 보급은 국가가 국민으로부터 폭력을 승인받는 과정이자 독점한 폭력의 방향성을 암묵적으로 공론화는 효과가 있다. 스파이물이 사회에 미친 영향, 동시에 그것이 사회를 드러내는 국면을 구조적으로 조망해야 한다. 국가 안전과 치안, 자유와 해방, 이념 수호 등의 명분이 ‘국민 도덕’과 결합했을 때 극악한 정치폭력이 양산되고 확산된다. 학살은 그 결과물이다. 그런데 기존 연구는 모두 스파이물을 너무 협소하게 다루고 있다. 분단은 이동의 불가능성을 뜻한다. 분단 상황에서 이북의 정황과 정보의 남한 유입은 기본적으로는 불가능하다. 그럼에도 해당 정보가 국민에게 제공된다면 그것은 독자 입장에서는 ‘스파이물’화된 것과 다름없다. 따라서 단정기에 해외에서 들어온 스파이번역물뿐만 아니라 월남인의 기록, 단정 후 기록된 해방기의 방문 및 기행 등도 사실상의 ‘스파이물’로서 연구대상으로 포함해야 한다. 요컨대 이 글은 ‘스파이물’의 범주를 확장하고 그 자료를 토대로 반공주의와 반북정서 및 반소주의를 분석하여 학살이 발생하기까지 심화되는 적대 국면을 구명(究明)하고자 했다.

영어초록
