어촌다문화사회의 현황과 과제: 경남지역 사례를 중심으로 (The Current Status and Challenges of the Fishing Village Multicultural Society: Focusing on the Case of Gyeongnam)

본 논문은 인구문제와 노동력 부족 문제의 대응 방안으로 추진되고 있는 외국인 유입 확대 정책의 시행에 따른 어촌다문화사회의 변화를 분석하고, 이에 따른 지역사회의 대응 과제를 논의하는 것에 목적을 두고 있다. 이를 위해 전국에서 가장 많은 정주 어항을 보유하고 한국 조선산업의 메카이지만, 순유입 인구는 전국에서 가장 낮은 경남지역 어촌사례를 분석하여 시사점을 도출하였다. 이민정책이 인구정책과 연계하여 외국인의 유입 규모를 늘리고, ‘생활 인구’ 개념을 도입하여 외부 인구 유입을 촉진하면서 어촌사회의 다양성이 확대되고 있다. ‘어촌계’를 중심으로 특유의 공동체를 형성하고 있는 어촌사회가 이를 수용하는 과정에서 어느 정도의 준비가 되어 있는지와 향후 어떤 과제가 있는지를 살펴보는 것은 다문화사회의 진전에 있어 중요한 과정이다. 많은 선행연구에서 외국인 노동자 관점에서의 근로환경, 한국 사회의 적응 문제, 인권 문제 등의 개선과 지원을 논의하고 있다. 본 연구는 외국인 노동자를 수용하는 지역사회의 관점에서 연구를 진행하여 외국인 유입으로 인한 어촌사회의 변화와 대응 과제에 대해 논의하였다. 연구의 결과는 다음과 같다. 첫째, 근무지 이탈이 많은 외국인 선원의 불법체류 감소를 위한 노력, 둘째, 경남지역의 무슬림외국인 증가에 따른 대응, 셋째, 다양성 확대에 따른 사회통합적 접근이다. 본 연구가 양적 확대된 다문화사회를 수용하고 한 단계 발전된 다문화사회로 나아가기 위한 정책자료로 활용되길 바란다.

영어초록

The purpose of this paper is to analyze the changes in the multicultural society of fishing villages in response to the implementation of the policy to expand the inflow of foreigners, which is being promoted as a countermeasure to the problem of population and labor shortage, and to discuss the countermeasures of the local community. To this end, it is a mecca for the Korean shipbuilding industry, which has the largest number of residential fishing ports in the country, but its net inflow population was the lowest in the country by analyzing the case of fishing villages in Gyeongnam. The diversity of fishing villages is expanding as immigration policies increase the inflow of foreigners in connection with population policies and promote the inflow of external populations by introducing the concept of 'living population'. It is an important process for the progress of multicultural society to examine the degree to which the fishing villages, which form a unique community centering on the 'fishing villages', are prepared in the process of accepting them and what tasks will be left in the future. Many preceding studies discuss improvement and support of the working environment, adaptation problems of Korean society, and human rights issues from the perspective of foreign workers. This study conducted a study from the perspective of the local community accommodating foreign workers and discussed changes in fishing villages and countermeasures due to the influx of foreigners. The results of the study are as follows. First, efforts to reduce illegal stay of foreign sailors who leave their workplaces, second, response to the increase of Muslim foreigners in Gyeongnam, and third, a social integration approach according to diversity expansion. It is hoped that this study will be used as policy data to accommodate a quantitatively expanded multicultural society and move toward a more advanced multicultural society.
