초록

이 논문은 1914년 전후의 충청남도 논산군의 군명, 면명, 동리명의 변화 양상을 살핀 것이다. 1914년은 일제가 우리의 오랜 생활 터전이자 공동체 의식의 기본 단위라고 할 수 있는 군과 면, 동리 단위의 행정 구역을 통폐합한 시기이다. 이 사업으로 이곳의 ‘노성군, 은진군, 연산군’과 인근 지역들이 하나로 합쳐져 새로운 ‘논산군’이 되었다. 이 과정에서 기존의 행정 구역과 행정 지명은 많은 변화를 겪었다.
논산군이 구획될 때 기존의 노성군, 은진군, 연산군은 경계를 맞닿은 다른 군들과 복잡한 편입 양상을 보였다. 동시에 군명도 변화를 겪는데, 기존의 노성군, 은진군, 연산군이라는 군명이 모두 논산군 내의 면명으로 지위가 강등되어 노성면, 은진면, 연산면이 되었다.
또한 이 지역의 면단위 행정 구역은 조선시대를 거치면서 오랫동안 총 36개로 유지되어 왔다. 그러나 행정 구역 통폐합 이후 최종적으로 구획된 면의 수는 15개였다. 논산군 내의 면들은 각각 여러 개의 작은 면들로 분할된 후, 적게는 2개에서 많게는 11개까지가 모여 하나의 새로운 면을 이루었다. 동시에 면명에도 변화가 있었는데, 종래의 36개 면명 중에서 9개 지역만이 기존의 면명을 그대로 계승하였고, 6개 지역은 기존의 두 면명을 합성하거나, 해당 지역의 옛 지형지물의 지명을 차용하는 방식을 취하였다. 면명으로 채택되지 못한 12개의 면명은 동리명으로 강등되었으며, 13개의 면명은 소멸되었다.
이러한 방식은 더 작은 행정 단위인 동리 구획으로 갈수록 더욱 복잡한 양상을 띠었다. 종래의 총 615개 동리들이 각각 많게는 6개의 작은 갈래로 분할된 뒤, 다시 몇 개가 모여 하나의 동리를 이루었다. 이 과정에서 465개의 동리명이 사라지고, 하나의 동리명으로 대표성을 획득한 150개만이 이전과 같이 명맥을 이어나갈 수 있었다.
이렇게 1914년 당시의 개별 군·면 단위 행정 지명 변화에 대한 연구는 해당 시기에 일제가 군·면·동리 단위로 자행한 행정 구역과 지명의 통폐합 양상을 확인할 수 있는 실질적인 자료로서 가치를 지닌다.

영어초록

This paper examines the changes in the names of the gun, myeons and dongris, related with Nonsan-gun, Chungcheongnam-do before and after 1914. In 1914, Japan conducted the merger and abolition of the administrative districts such as the gun, myeon and dongri, which may be our old living places, but also the basic units for the sense of community. This project forced the neighboring areas including ‘Noseong-gun, Eunjin-gun and Yeonsan-gun’ to be integrated to create a new district, ‘Nonsan-gun’. In the process, the existing administrative districts and place names were largely changed.
This study aims to closely examine the merger and abolition of administrative districts in Nonsan-gun in Chungcheongnam-do, before and after 1914, based on the relevant data. It focused on 『A List of Name of Local Adminstrative Districts of Modern Korea (舊韓國地方行政區域名稱一覽)』(1912) (henceforth, ≪Gumyeongchingillam≫) and 『A List of Contrast between Old Name and New Name of Joseon Do/bu/gun/myeon/ri/dong (新舊對照朝鮮全道府郡面里洞名稱一覽)』(1917) (henceforth, ≪Singudaejo≫), as the data of the modern administrative place names. and complementarily used 『Census Registration Statistical Table (民籍統計表)』(1910) (henceforth, ≪Minjeoktonggye≫), as a modern survey material.
≪Gumyeongchingillam≫, the data of administrative place names issued by the Japanese Government-General, can be used to understand administrative place names including do/gun/myeon/dong/ri in the late Joseon Dynasty, before the merger and abolition of local administrative districts in 1914. ≪Singudaejo≫, the data of administrative place names, issued by Dadasichi(越智唯七) in 1917, can be used to closely examine the change merger and abolition of administrative districts before and after 1914. In addition, ≪Minjeoktonggye≫, the statistical data the Japanese Empire issued in 1910, by conducting a survey of the nation-wide census registration for its colonial in 1909, is very valuable for use, because it specifically records the number of houses and inhabitants, the population, the sex ratio, the distribution of occupations.
When Nonsan-gun was demarcated, Noseong-gun, Eunjin-gun and Yeonsan-gun were complexly incorporated with other guns whose boundaries were in contact with those of the former. The names of guns were also changed. The existing gun names of Noseong-gun, Eunjin-gun and Yeonsan-gun were downgraded as the myeon names within Nonsan-gun, such as Noseong-myeon, Eunjin-myeon and Yeonsan-myeon.
In addition, the administrative districts of 36 myeons in this area had been long maintained throughout the Joseon Dynasty. At last, a total of 15 final myeons were, however, demarcated after the merger and abolition of the administrative districts. The myeons in Nonsan-gun were divided into many small ones, and then at least 2 or 11 at most were aggregated to create a new myeon. In the same time, the names of them were also changed. Only nine myeons succeeded their original names as they were, among 36, and the names of six myeons were created by integrating the existing two names or borrowing the names of old landmarks in the areas. The names of 12 myeons, which could not be adopted, were downgraded as those of dongris, and those of 13 myeons disappeared.
Such a pattern became more complex for the demarcation of dongris, the smallest administrative units. A total of the existing 615 dongris were divided into six small branches, and then some of them were integrated into a dongri. In the process, 465 names of dongris disappeared, while 150 names which were recognized as representative ones could survive.
As such, the study on the changes in the administrative place names such as individual guns/myeons units, in 1914 is valuable, in that it can be used as the substantial data with which it is possible to verify how Japan implemented the merger and abolition of the administrative districts such as gun and myeon units and their place names.
