1990년대 이후 한국 영어열풍과 대학의 폐해 (Social Conditions of English Fever and Its Harmful Effects for Universities Since the 1990s in Korea)

초록

한국 사회는 영어열풍의 결과로 영어 또는 외국어에 대한 균형을 상실했다. 정부는 세계화를 곧 영어습득, 국민의 국제적 경쟁력을 전 국민의 영어 능력 수준으로 등치시키며 개인을 집단적 광기 속으로 몰아넣고 있다. 무책임하게 밀어붙인 정부의 영어정책으로 공교육에서의 영어교육이 실질적 효과를 불러일으킬 수 없게 되었고, 영어열풍에 휩싸인 학부모들은 자녀를 사교육 시장으로 내몰 수밖에 없게 되었다. 이제 한국의 개인들은 영어를 못하면 제대로 사람 구실을 하지 못할 것 같고 사람 대접을 받을 수 없을 것 같은 불안에 시달리고 있다. 영어는 더 이상 한국인에게 단순한 무역 용어나 학술 용어로서의 외국어가 아니라 이데올로기이자 권력의 기제가 되었다. 영어는 제도적으로 심리적으로 개인을 억압하고 강요하는 기제인 것이다. 이러한 영어열풍은 국제적, 사회적, 개인적 맥락에서 대학의 학문, 대학의 운영, 대학의 일상을 다음과 같이 황폐화시켰다. 첫째, 정부의 세계화 정책과 이에 따른 대학의 개혁 방향은 대학의 국제화라는 비젼 하에 대학의 가치와 학문을 조속한 시일 내에 미국과 영어에 편입시켜야 할 변방의 학문으로 전락시키고 있다. 둘째, 한국 사회 전 분야의 세계화와 실적주의 의식 확산은 영어를 능력과 성취의 기준으로 책정하게 하였고, 대학의 운영과 평가를 경쟁적으로 무분별하게 미국과 영어 위주의 대학 서열화 산정 방식 체제에 종속시키고 있다. 셋째, 개방과 경쟁력이라는 국가주의적 전체성 하에 영어는 무한한 생존 경쟁에서 살아남을 수 있는 절대 절명의 과제로 대학생들의 뇌리와 일상을 점령하고 있으며 이로써 대학 생활의 고립화와 학력의 저하가 초래되고 있다. 이처럼 영어 열풍은 대학 사회와 대학생의 가치관을 영어를 통한 발전과 성공이라는 신화로 점철시키고 있다. 우리의 대학이 지향해야 될 세계, 사회, 개인의 미래가 진지한 고민과 성찰 없이 막연한 영어 능력 습득으로 대체되고 있는 것이다. 따라서 현재 대학의 영어 열풍은 영어에 대한 통념에 의문을 제기해야 한다. 영어가 한국 사회에서 차지하는 지위에 대한 의미와 영어 교육이 대학 교육으로서 추구되어야 할 가치 및 목표에 대한 근본적 질문이 제기되어야만 그 폐해의 해결책을 모색할 수 있을 것이다.

영어초록

An English fever in the Korean society has resulted in a loss of balance toward the language or foreigners. The government stressed that globalization meant people’s acquisition of English and the nation’s international competitiveness was equal to the level of people’s English skills. In this way, the government has been driving people into collective madness. Due to the government’s irresponsible policy for the language, English education at schools couldn’t have practical effects and parents who are being swept by the English fever are inevitably leading their children to a private education market. Now Koreans are feeling uneasy thinking they can’t function and won’t be treated properly if they can’t speak English. To Korean people, English is not a foreign language as simply trade or academic terms any longer, but an ideology and a mechanism of power. English is a mechanism to institutionally and psychologically suppress and press individuals. Such an English fever has destroyed learning of universities, operation of universities and daily lives of universities in the international social and individual context as follows. First, the government’s policy on globalization and the direction of reform of universities according to the policy are degrading values and learning of schools to frontier learning which should be incorporated into the United States and English as early as possible under a vision of internationalization of colleges. Second, because of globalization of all parts of the Korean society and the spread of a mindset emphasizing achievement, English has become a criteria of abilities and achievement and operation and evaluation of universities have been subordinated into a system for ranking schools based America and English. Third, under the nationalistic totality of open-door policy and competitiveness. English is occupying university students’ minds and daily lives as an absolute assignment with which they can survive unlimited competition. As a result, a campus live is being isolated and students’ academic ability is getting worse. Like this, the English fever connects values of universities and students with a myth of development and success. Future of the world, society and individuals which universities should pursue are being replaced with vague acquisition of English abilities without seriously worrying and doing self-examination. About the current English fever at universities, solutions to its harmful effects can be sought only when questions are asked to social norms about English and basic questions are raised to the meaning of the position that English is occupying in the Korean society and values and goals which English education should pursue as college education.
