초록

이 글은 1987년 6월항쟁과 2016년 촛불항쟁에서 정당과 사회운동조직의 역할은무엇이었는지 사회운동론의 관점에서 살펴보는 목적을 갖는다. 6월항쟁과 촛불항쟁은 정당과 사회운동조직의 공조가 빛을 발한 대항쟁이다. 그러나 두 항쟁은 서로다른 정치사회적 환경에서 발생했으며 그로 인해 정당과 사회운동조직의 역할도서로 달랐고 그에 대한 평가도 다르다.
군부권위주의체제 하의 6월항쟁 발생과정에서 정당은 항쟁지도부로 참여했으며사회운동조직의 승인 속에 대정부협상을 주도하였고 6.29선언이 나오도록 하는데커다란 기여를 했다. 그러나 항쟁과정에서 강화된 정당의 주도권은 항쟁 이후에도지속되었고 정당은 개헌국면, 대선국면을 독주하면서 결과적으로 6월항쟁을 절반의 성공에 머물도록 만들었다. 반면, 민주주의체제 하의 촛불항쟁은 사회운동조직들만의 연대체인 퇴진행동과 자발적 시민들에 의해 주도되었다. 정당들은 항쟁의요구를 사후적으로 수용하는 역할에 머물렀고 그에 따라 탄핵안을 가결시킴으로써항쟁의 성공에 기여했다.
어떤 정치체제에서든 사회운동의 발생 및 성공을 위해서 사회운동조직과 정당의협력은 중요하다. 그러나 서로 다른 체제에 대응하기 위해 서로 다른 전략이 요구된다고 하더라도 양자 사이의 협력은 사회운동세력이 주도하는 선에서 결정되는것이 바람직하다. 정당이 사회운동에 과도하게 개입하게 되면 사회운동조직으로부터의 통제가 불가능해짐에 따라 정당이 사회운동의 성과를 훼손하는 결과로 이어질 수 있기 때문이다.

영어초록

This study examines the roles of political parties and social movement organizations in the 1987 June and the 2016 Candlelight Protest Movements from the perspective of social movement theory.
Although both the June and the Candlelight Protest Movements required cooperation between parties and social movement organizations, the two events took place in differing socio-political contexts. The differing contexts required dissimilar roles between the parties and the organizations and in turn led to different evaluations to them in the two events.
Political parties exercised the leadership in the June Protest Movement from the very beginning, initiated the negotiations with the government in support of the social movement organizations, and eventually contributed to the government’s declaration on June 29th. Their participation, however, hampered subsequent progresses in the aftermath of the Protest such as amending the Constitution and ultimately disrupting the presidential electoral processes. As a result, the June Protest proved only partly successful. Contrary to the June Protest, with the 2016 Candlelight Protest Movement, voluntary citizens and social movement organizations took the helm.
Political parties remained behind the citizens and organizations, but were able to make a contribution to the success of the Candlelight Protest by passing the impeachment bill of the president.
Political parties that support social movements are not only advantageous, but also essential to their success. However, while cooperation between social movement organizations and political parties remains integral to sociopolitical development, excessive involvement of political parties can undermine social movements, turning them into mere displays of organizations that political parties manipulate or control.
