17대 남 ·녀 국회의원의 입법활동 성차분석: 여성관련 법률안 입법과정을 중심으로 (Analysis of sex Difference on Menand Women Members of 17th National Assembly : Focused on the LegislationProcess on Women's Issues)

초록

본 연구는 17대 국회의 입법 활동을 분석함으로써 남 녀 국회의원 간 성차가 나타나는 지를 분석하고 있다. 이를 위해 2004년 5월 30일부터 2006년 6월 30일까지의 시기 동안 국회의원이 발의한 전체 법률안 및 여성관련 법률안을 대상으로 한 입법실태 분석과 속기록을 중심으로 한 국회의원들의 상임위원회 활동에 관한 행태 분석을 시행하였다. 분석 결과, 여성의원들은 여성과 관련된 입법에 더욱 관심을 가짐으로써 여성의원들이 여성관련 법률안 발의에 보다 적극적이었음이 나타났다. 여성의원이 증가한 17대 국회에서 보다 많은 여성관련 법률안이 발의, 입법되었고, 여성의원이 많이 소속되어 있는 상임위원회일수록 여성관련 법률안의 발의 및 심의가 상대적으로 높게 나타났다. 또한, 증가된 여성의원의 수와 여성의원의 입법활동은 남성의원들의 성인지적 시각을 변화시켜 17대 국회에 들어와 남성의원들의 여성관련 법률안 발의가 증가하였으며 심의과정 역시 남성의원의 성인지성 정도가 강화되어 국회 의정활동이 과거보다 성평등적으로 나아갔다고 할 수 있다. 이렇게 볼 때, 여성의원들은 정책의 결과뿐만 아니라 입법의안들을 발의, 심의 및 결정하는 과정에서 성별 차이를 갖고 있으며, 이는 여성의 정치적 대표성이 확보되어야 함을 뒷밤침한다.

영어초록

This study excercised whether there are sex differences between men and women members of the 17th national assembly through analyzing their activities on the legislation process on women's issues. For this study, we reviewed whole legislation bills and the particular bills on women's issues proposed, starting from 2004 to 2006 year, 30th of June. For analyzing those bills, we carried out analysis over the national assemblymen's activities of the standing committee on the legislative process, based on studying the actual conditions of the legislation and stenographic records in the national assembly.
The result of this study followed below. First, women members of the national assembly have been more active in making women's issues law because they showed more interest on women's issues than men members of the national assembly. The 17th national assembly in which women elected in national assembly have been increased saw more laws on women's issues proposed and legislated. Also, more laws on women's issues proposed and discussed have been observed in the standing committee where women have more seats than men in the national assembly.
Second, increased women's seats and activities in the national assembly led men members of the national assembly into having gender-sensitive perspectives. This could make activities in the national assembly go toward becoming more gender equality. We have also observed increase of women's issue-related law proposed and discussed by men members of the 17th national assembly. This clearly showed the reinforcement in terms of degree of gender sensitiveness for men members of the national assembly.
Considering those results, women members of the national assembly have more gender sensitive perspectives, which could affect men's activities in the national assembly. This could support a political representation for women in the national assembly.
